That the fact that it is necessary to increase the fire limits of said City -creates an emergency, and that the rules re- quiring ordinances to be read at three separate meetings before final passage are hereby suspended, and this ordinance is at once passed, and shall take effect from and after its passage. G. Eubank, and twenty-two others, was presented to the City.
