VALIDITY OF ORDINANCE: If any section, paragraph, subdivision, clause, phrL:se or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not -affect the validity of this ordinance as a whole, or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. Section IX, PENALTIES: Any person or firm violating any of the provisions of this ordinance, regulating Fire Limits, shall be deemed guilty of a misdemeanor, and on conviction, shall be punished by fine of not less than Twenty-five nor more than One Hundred Dollars. And each separate day in which any of the provisions of this ordinance are violated, shall constitute a separate and distinct offense. Section X. That this ordinance is cumulative of all other ordinances of the said City regulating the erection, construction and repair of buildings that are not in direct conflict herewith. Section XI. The fact that it is necessary to make prompt provisions for regulating buildings and structures in the fire limits, creates an emergency and makes it necessary that the rules requiring that ordinances be read at three separate meetings before final passage be suspended and ordered to take effect from its passage.
