The Final Plat shall conform substantially to the Preliminary Plat as approved, and if desired by the Subdivider , it may constitute only that portion of the approved Preliminary Plat which he proposes to record and develop at the same time, provided, however, that such portion conforms to all requirements of these regulations. 2. Application for approval of the Final Plat shall be submitted in writing to the City Council at least ten (10) days prior to the meeting at whi6h it is to be considered. 3. Four copies of the Final Plat and other exhibits required for approval shall be prepared as specified in Section VI, and shall be submitted to the City Council within six (6) months after approval of the Preliminary Plat; otherwise such approval shall become null and void unless an extension of time is applied for and granted bt the City Council. D. Short Form Procedure for Re -Subdivisions Where land in an existing subdivision is to be re -subdivided and where such land abuts upon a street or streets of adequate width and is so situated that no additional streets, alleys, easements, or other public property is required , and an application for approval of such plat, together with four (4) copies of such plat shall be submitted to the City Gounsil at least ten (10) days prior to the meeting at which it is to be considered. The City Council shall have authority to approve or disapprove such short form plat. The re -plat shall be drgwn to a scale of not less than one hundred feet to one inch and show existing streets, alleys, and other public properties with dimensions, adjoining tracts of land, known -marked or monumented corners, length of lot lines, North Arrow, and other pertinent information, and a certificate of ownership. IV DESIGN STANDARDS A. STREETS. 1. The arrangement, character, extent, width, grade and location of all streets shall conform to the General Community Plan and shall be considered in their relations to existing and planned streets, to topo- graphical conditions, to public convenience and safety, and in their appropriate relation to the proposed uses of the land to be served by such streets. 2. Where such is not shown in the General Community Plan, the arrange- ment of streets in subdivision shall eithers a. Provide for the continuation or appropriate projection of existing principal streets in surrounding areas; or b. Conform to a plan for the neighborhood approved or adopted by the City Council to meet a particular situation where topographical or other conditions make continuance or conformance to existing streets impracticable. 3. Minor streets shall be laid out so that their use by through traffic will be discouraged. 4. 'where a subdivision abuts or contains an existing or proposed arterial street,.the City Council may require marginal access streets, reverse frontage with screen planting contained in a nonaccess reservation along the rear property line, deep lots with rear service alleys, or such other treatment as may be necessary for adequate protection of residential properties and to afford separation for through and local traffic.
