(b) To make plans and maps of the whole or sny part or portion of t':e City and of land outside the City located within five (59 miles of the City Limits and any other land outside the City, vrt;ich, in the opinion of the Planning Con nission, bears a relation to the planninE of the City and to make changes in, additions to, and extensions of, such pl&ns or maps when it deeris the same advisable. (c) To act with and assist all other municipal and governmental agencies, and particularly the City council of the City of Geor',etown in formulating and executing Proper pland for municipal development and growth. (d) `:o recommend to the City council the pass�ge of such ordinances as it may deem necessary to carry out its program.. (e) To make and adopt a comprehensive community plan for the guidance and control of the future de,jelopment of the ccrrmunity. (f) To make studies and recommend to the City Council plans for clearing the City of sliuns and blighted areas. (g) To aid and assist the City Council in the annual preparation of a long range capital improvement budget, and deterrniriation of sources of funds therefor. (h) 1'l;e Commission shall perform such other duties as may be prescribed by ordinance or State law. Section 4. �thereas, bn account of the enactment of this ordinance is necessary to the immediate preservation of public business, an wner�:,ency is d'reated in behalf of the public peace, health, s. fet-T and f-.eneral welfare, necessitating that this Ordinance become effective at once and it is accord— inFly ordained that, this Ordinance become effective immediately upon its passage as i.n such cases is made and provided by the Chfrter of the City of Georgetown.
