The City Clerk is hereby directed to file with the County Clerk of Williamson County, Texas, a certified copy of this ordinance. The importance of this ordinance creates an emergency and an imperative public necessity that the rule requiring ordinances to be read at three several meetings be suspended, and this rule is hereby suspended, and the ordinance shall take effect and be in force from and after its adoption. WHEREAS, the present policy of the City of Georgetown is to allow and encourage the landscaping by private property owners of the unpaved or un- traveled portion of public street right-of-ways within the City of Georgetown ad- jacent to abutting privately owned lots; and r� WHEREAS, the free and safe movement of City of Georgetown p8blio street traffic is restriced and endangered by obstruction to vision of street in- tersections within the City of Georgetown; and Whereas, the public interest requires that such obstructions be ren stricted so as not to constitute a traffic hazard;
