HomeMy WebLinkAbout0046_4545 Street to the East property line of the WEST SIDE SCHOOL, Georgetown Inde- pendent School District; THENCE 620+ feet Northerly and Easterly along the property line of said WEST SIDE SCHOOL, to a point in the South property line of West 17th Street; TRICE 430+ feet Westerly along the South propertylline of West 17th Street to the East property line of O.L. 53 City of Georgetown; THENCE 650+ feet Northerly to the Meanders of the South San Gabriel River; THENCE 1900+ feet Northerly and Easterly, down stream along the meanders of the South San Gabriel River to a point of intersection of the South property line of West Tenth Street extended; THENCE 200+ feet Westerly to the West Bank of the South San Gabriel River; THENCE 5400+ feet Northerly and Easterly along the bank of the River to a point of intersection of the lot line between Forest and Rock Street extended; THENCE 1200+ feet Southerly along the lot line between Forest and Rock Street to a point in the South property line of West 4th Street; M THENCE 460+ feet Westerly along the South property line of West 4th Street 'd4 to the West R.O.W. line of the I & GN Rail Road; O THENCE 2720+ feet Southerly and Westerly along the West R.O.W. line to V the centerline of State Highway 29 and the Point of Beginning; containing 151.7 acres, more or less; in the City of Georgetown, State of Texas, (herein called the "Locality"); and WHEREAS, the Local Public Agency has applied for additional financial assis- tance under such Act and proposes to enter into an additional contract or contracts with the Department of Housing and Urban Development for the un- dertaking of, and for making available additional financial assistance for the Project; and WHEREAS, the Local Public Agency has made detailed studies of the location, physical condition of structures, land use, environmental influences, and social, cultural and economic conditions of the Project area and has deter- mined that the area is a alum and blight'area and that it is detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the Locality at large, because of the unsanitary conditions that exist in the area contributed to largely by the slum housing in the, area, the improper sewer service now existant in the area, the faulty garbage disposal service now existant by reason of the slum housing, the additional burden in the area of poor street drainage, the low lying pools of undrained water contributing to disease and bacteria breeding all of which generally contributes to social problems and juvenile delinquency causing a burdensome fire hazard in the neighborhood and contributing to this area as a possible focale point of disease and requires a disproportionate use of police, fire and other forms of protection, and the members of this Governing Body have been fully apprised by the Local Public Agency and are aware of these facts and conditions; and WHEREAS, there has been prepared and referred to the City Council of the Locality (herein called the "Governing Body") for review and approval an Urban Renewal Plan for the Project Area, dated January 3. 1967, and consisting of 28 pages and 2 exhibits and 4 drawings containing 7 sheets. W1111LEAS, the Urban Renewal Plan has been approved by the Governing Body of the Local Public Agency, as evidenced by the copy of said Bod's duly certified resolution approving the Urban Renewal Plan, which is attached thereto; and WHEREAS, a general plan has been prepared and is recognized and used as a guide for the general development of the Locality as a whole; and WHEREAS, the Planning and Zoning Commission, which is the duly designated and acting official planning body for the Locality, has submitted to the Governing Body its report and recommendations respecting the Urban Renewal Plan for the Project area and has certified that the Urban Renewal Plan conforms to the general plan for the Locality as a whole, and the Governing
