VIOLATION AND DE;CLAIING AN EMERGENCY.
IML11 EAS, the practice of sniffing glue results in harmful effects
upon the health of individuals employing this practice; and
WHERE.1S, current easy access and availability of certain types of glue
and cements to juveniles constitute an aid to said harmful practice; and
IYfiMLIS, it is in the public interest and welfare to regulate the sale
of glues and cements containing volatile solvents;
NOW, TUILLFOUE:
BE IT O1IDAINED BY VIE CITY COUNCIL OF T11E CITY OF GEOR(;E O!CN:
SECTION 1. Except as otherwise provided herein no person shall sell,
offer for sale, deliver or give to any individual under the age of 17 years
any glue or cement commonly known as model airplane glue, plastic cement,
household cement, cement, or any other similar substances containing any
one or more•of the volatile solvents hereinafter enumerated, unless such
purchaser or recipient signs a written register reflecting date of acquisi-
tion, quantity and name of purchaser or of recipient. Such written register
to be maintained by each person, firm or corporation so handling such material.
Such written registers shall be available for inspection by the City of
Georgetown Police Department or other duly authorized by said City. The
volatile solvents hereinabove referred to are as follows:
1. Tolnol
2. flexane
3. Trichorethylene
4. Acetone
5. Teluene
6. Ethyl Acetate
7. 'Methyl Athyl Ketone
8. Trichloroethane
9. Isopropanol
10. Methyl Isobatyl Ketone
11. Methyl Cellosolve Acetate
12. Cyclohexanome
SECTION 2. The provisions of Section 1 of this ordinance shall not
apply where the glue or cement is sold, delivered or given simultaneously
with and as a part of a kit used for the construction of model airplanes,
model boats, model automobiles, model trains or other similar models.
SECTION 3. It shall be unlawful for any person to inhale any glue
or cement containing one or more of the solvents named in Section 1 hereof
with the intent of obtaining; intoxicating or narcotic effect thereby.
SECTION 3A. Any person who shall violate any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor and, upon convic-
tion thereof, shall be punished by a fine not to exceed $200.00.
SECTION 4. IMEILI]AS, an emergency is apparent for the immediate pres-
ervation of order, good government and public safety that requires this
ordinance to become effective at once; therefore, upon the passage of this
