HomeMy WebLinkAbout0122_115identified as "South San Gabriel Urban Renewal Project No. TEX R-102" and encompassing the area bounded by: BEGINNING at a point in the West RAW line of the I & GN Rail Road which lies on the centerline of State Highway 29; THENCE 2020+ feet Southerly along the West RO.W. line of the I & GN Rail Road to the South Property line of West 19th Street extended; THENCE 380± feet Westerly along the South property line of West 19th Street to the East property line of the West Side School, Georgetown Independent School District; THENCE 620± feet Northerly and Easter.y along the East property line of said West Side School, to a point in the South property line of West 17th Street; THENCE 430+ feet Westerly along the South property line of West 17th Street to the East property line of O.L. 53 City of Georgetown; THENCE 650± feet Northerly to the Meanders of the South San Gabriel River; THENCE 1900± feet Northerly and Easterly, down stream along the meanders of the South San Gabriel River to a point of intersection of the South property line of West Tenth Street extended; d� C.7 THENCE 200± feet Westerly to the West Bank of the South San Gabriel River; V V THENCE 5400± feet Northerly and Easterly along the bank of the River to a point of intersection of the lot line between Forrest and Rock Street extended; THENCE 1200± feet Southerly along the lot line between Forrest and Rock Street to a point in the South property line of West 4th Street; THENCE 460± feet Westerly along the South property line of West 4th Street to the West R.O.W. line of the I & GN Rail Road; THENCE 2720± feet Southerly and Westerly along the West R.O.W. line to the centerline of State Highway 29 and the Point of Beginning; containing 151.7 acres, more or less; in the City of Georgetown, State of Texas, (herein called the "Locality"); and WHEREAS, the Local Public Agency has applied for additional financial assistance under such Act and proposes to enter into an additional contract or contracts with the Department of Housing and Urban Development for the undertaking of, and for making available additional financial assistance for the Project; and WHEREAS, the Local Public Agency has made detailed studies of the location, physical dondition of structures, land use, environmental influences, and social, cultural and economic conditions of the Project area and has determined that the area is a slum and blight area and that it is detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the Locality at large, because of the unsanitary conditions that exist in the area contributed to largely by the alum housing in the area, the improper sewer service now existant in the area, the faulty garbage disposal service now existant by reason of the alum housing, the additional burden in the area of poor street drainage, the low lying pools of undrained water contributing to disease and bacteria breeding all of which generally contributes to social problems and juvenile delinquency causing a burdensome fire hazard in the neighborhood and contributing to this area as a possible locale point of disease and requires a disproportionate use of police, fire and other forms of protection, and the members of this Governing Body have been fully apprised by the the Local Public Agency and are aware of these facts and conditions; and WHEREAS, there has been prepared and referred to the City Council of the Locality (herein called the "Governing Body") for review and approval a Re- vised Urban Renewal Plan for the Project Area, dated February 13. 1968, and consisting of 15 pages and 2 exhibits and 3 maps containing 3 sheets; WHEREAS, the Revised Urban Renewal Plan has been approved the Governing
