THRICE 460± feet Westerly along the South property line of West 4th
Street Ito the West R.O.W. line of the I & GN Rail Road;
THENCE 2720± feet Southerly and Westerly along the West R.O.W. line to
the centerline of State Highway 29 and the Point of Beginning; containing
151.7 acres, more or less;
in the City of Georgetown, State of Texas, (herein called the" Local ity"); and
WiiMM&S, the Local Public Agency has applied for additional financial
assistance under such Act and proposes to enter into an additional contract
or contracts with the Department of housing and Urban Development for the
undertaking of, and for making available additional financial assistance
for the Project; and
WI1IdIALS, there has been prepared and referred to the City Council of the
Locality (herein called the "Governing Body") for review and approval a Revised
Urban Renewal Plan for the Project Area, dated February 13, 1968, and consist-
ing of 15 pages and 2 exhibits and 3 maps containing 3 sheets, two of which
(land use and zoning property acquisition) have been revised in July, 1969
to show changes in street patterns and land use;
WHl':IU S, the Revised Urban Renewal Plan has been approved by the Governing
Body of the Local Public Agency, as evidenced by the copy of said Body's
duly certified resolution approving the Urban Renewal Plan, which is attached
thereto; and
WHEREAS, a general plan has been prepared and is recognised and used as
a guide for the general development of the Locality as a whole; and
WIMLEAS, the Planning and 'Zoning Commission, which is the duly designated
and acting official planning body for the Locality, has submitted to the
Governing Body its report and recommendations respecting the Revised Urban
Renewal Plan for the Project area and has certified that the Revised Urban
Renewal Plan conforms to the general plan for the Locality as a whole, and
Governing Body has duly considered the report, recommendation „ and certifi-
cation of the planning body; and
WIMffAS, the Revised Urban Renewal Plan for the Project area prescribed
certain land uses for the project area and will require, among other things,
changes in zoning, the vacating and removal of streets, alleys, and other
public ways, the establishment of new street patterns, the location and re-
location of sewer and water mains and other public facilities, and other
public action; and
MIMILEAS, the Local Public Agency has prepared and submitted a program
for the relocation of individuals and families that may be displaced as a
result of carrying out the Project in accordance with the Revised Urban Renewal
Plan; and
IMEREAS, there have also been presented to the Governing Body information
444 data respecting the relocation program which has been prepared by the
Local Public Agency as a result of studies, surveys, and inspections in the
project area and the assembling and analysis of the data and information
obtained from such studies, surveys, and inspection; and
WHF,iiH:AS, the Local Public Agency has made detailed studies of the location,
physical condition of structures, land use, environmental influences, and
social, cultural and economic conditions of the Project area and has deter-
mined that the area is a slum and blight area and that it is detrimental and
a menace to the safety, health, and welfare of the inhabitants and users
there6f and of the Locality at large, because of the unsanitary conditions
that exist in the area contributed to largely by the eltun housing in the area,
the improper newer service now existant La the area, the faulty garbage dis-
posal service now existant by reason of the slum housing, the additional
burden in the area of poor street drainage, the low lying pools of undrained
water contributing to disease and bacteria breeding all of which generally
contributes to social problems and juvenile delinquency causing a burdensome

fire hazard in the neighborhood and contributing to this area as a possible

focale point of disease and requires a disproportionate use of police, fire
and other forms of protection, and the members of this Governing Body have
been fully apprised by the Local Public Agency and are aware of these facts
and conditions; and
WI1IdIALS, there has been prepared and referred to the City Council of the
