WHMEAS, the members of the Governing Body have general knowledge of the
conditions prevailing in the Project area and of the availability of proper
housing in the Locality for the relocation of individuals and families that
may be displaced from the Project area and, in the light of such knowledge
of local housing conditions, have carefully considered and reviewed such
proposals for relocation; and
IVIRMAS, it is necessary that the Governing Body take appropriate offi-
cial action respecting the relocation program and the Revised Urban Renewal
Plan for Project, in conformity with the contract for financial assistance
between the Local Public Agency and the United States of America, acting
by and through the Department of Housing and Urban Development; and
WIIFLEAS, the Governing Body is cognizant of the Conditions that are
imposed in the undertaking and carrying out of the urban renewal projects
with Federal financial assistance under Title I, including those prohibiting
discrimination because of race, colorc creed, or national origin:
NOW, T11EItEFORE, BE IT RESOLVED BY TIIE; CITY COUNCIL OF THE CITY OF
GD01tGEVOthN, TEXAS:
I.
That it is hereby found and determined that the Project is a alum, bligh-
ted and ddcadent area and qualifies as an eligible Project area under Article
1269L-3 of V.A.C.S.
11.
That it is hereby found and determined that those areas in the South
San Gabriel Project TEX 8-102 to he acquired for public use and other than
a public use, constitutes a slum and blighted area, and,
(a) That the rehabilitation of the project area without clearance would
be impractical, unfeasible and ineffective, based upon this Council's
findings that at least 50 percent of the structures in the South San Gabriel
Urban Renewal Project area are dilapidated beyound the point of feasible re-
habilitation, or are otherwise unfit for rehabilitation: and,
(b) That there exist other blighted characteristics such as over crowding
of structures on the land, mixed use of structure, narrow, crooked inconven-
ient, congested, unsafe and otherwise deficiences in publie utilities and
recreational and community facilities.
That the Revised Urban Renewal Plan for the Project, having been duly
reviewed and considered, is hereby approved and the City Secretary be and is
hereby directed to file said copy of the Revised Urban Renewal Plan with the
minutes of this meeting.
IV.
That it is hereby found and determined that the objectives of the
Revised Urban Renewal Plan cannot be entirely achieved through more extensive
rehabilitation of the Project area.
V.
ThatiA t is hereby found and determined that the Revised Urban Renewal
Plan for the Project area conforms to the general plan of the Locality.
VI.
That it is hereby found and determined that the financial aid provided
and to be provided pursuant to the contract for Pederal financial assistance
pertaining to the Project is necessary to enable the Project to be undertaken
in accordance with the Revised Urban Renewal Plan for the Project area.
VII.
That it is hereby found and determined that the Revised Urban Renewal
Plan for the Urban Renewal Area will afford maximum opportunity, consistent
with the sound needs of the Locality as a whole, for the urban renewal `f
the Area by private enterprise.
