L. 53 City of Georgetown; THENCE 650± feet Northerly to the Meanders of the South San Gabriel River; THENCE 1900+ feet Northerly and Easterly, down stream along the meaders of the South San Gabriel River to a point of intersection of the South property line of West Tenth Street extended; THENCE 200± Feet Westerly to the West Bank of the South San Gabriel River; THENCE 5400+ feet Northerly and Easterly along the bank of the River to a point of intersection of the lot line between Forest and Dock Street to a point in the South property line of West 4th Street; THENCE 460± feet Westerly along the South property line of West 4th Street to the West H.U.W. line of the I & GN Railroad; THENCE 2720± feet Southerly and Westerly along the West R.O.W. line to the centerline of State Highway 29 and the Point of Beginning; containing 151.7 acres, more or less; in the City of Georgetown, State of Texas, (herein called the "Locality")' and WHEREAS, the Local Public Agency has applied for additional financial assis- tance under such Act and proposes to enter into an additional contract or contracts with the Secretary of Housing and Urban Development for the undertaking of, and for making available additional financial assistance for the project; and WHEREAS, the Local Public Agency has made detailed studies of the location, physical condition of structures, land use, environmental influencea,.and.social, cultural and economic conditions of the Project area and has determined that the area is a slum and blight area and that it is detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the locality at large, because of the unsanitary conditions that exist in the area contributed to largely by the slum housing in the area, the improper sewer service now.existant in the area, the faulty garbage disposal service now existent by reason of the slum housing, the additional burden in.the area of poor street drainage, the low lying pools of undrained water contributing to disease and bacteria breeding all of which.generally contributes to social problems and juvenile delinquency causing a burdensome fire hazard in the neighborhood and contributing to this area as a possible locale point of disease and requires a disproportionate use of police, fire and other forms of protection, and the members of this Governing Bocy have been fully apprised by the Local Public Agency and are aware of these facts and.conditions; and WHEREAS, there has been prepared and referred to the City Council of the Locality (herein called the "Governing Body") for review and approval a Revised Urban Renewal Plan for the Project Area, dated November 1971, and consisting of 15 pages and 2 exhibits and 3 maps containing 3 sheets, all of which have been revised in November 1971. WHEREAS, the Revised Urban Renewal Plan has been approved by the Governing Body of the Local Public Agency, as evidenced by the copy of said Body's duly certified resolution approving the Urban Renewal Plan, which is attached thereto; and WIEREAS, a general plan has been prepared and is recognized and used as a guide for the general development of the Locality as a whole; and WHEREAS, the Planning and Zoning Commission, which is the duly designated and acting official planning body for the Locality, has submitted to the Governing Body its report and recommendations respecting the Revised Urban Renewal Plan for the Project area and has certified that the Revised Urban Renewal Plan conforms to the general plan for the Locality as a whole, and the Governing Body has duly considered the report, recommendation, and certification of the planning body; and WHEREAS, the Revised Urban Renewal Plan for the Project area prescribed certain land uses for the Project area and will require, among other things, changes in zoning, the vacating and removal of streets, alleys and other public ways, the establishment of new street patterns, the location and reloaction of sewer and water mains and other public facilities, and other public action; and WHEREAS, the Local Public Agency has prepared and submitted a program for the relocation of individuals and families that may be displaced as a result of carrying out the Project in accordance with the Revised Urban Renewal Plan; and
