AN ORDINANCE DESIGNATING A DISTRICT OF HISTORICAL SIGNIFICANCE
AND PERMITTING THE DESIGNATION OF FUTURE HISTORICAL DISTRICTS OR
SITES, PROVIDING CRITERIA USED IN THE DETERMINING OF FUTURE HISTORICAL
DISTRICTS OR SITES, REQUIRING PERMITS FOR ANY EXTERNAL ALTERATIONS
OR REPAIRS IN ANY MANNER WHATSOEVER, ESTABLISHING A HISTORICAL
PRESERVATION COMMITTEE, PREREQUISITES FOR MEMBERSHIP THEREON, APPOINT-
MENT THEREOF, TERM OF APPOINTMENT, MANDATORY RESPONSE TIME FOR
COMMITTEE ACTION, RIGHT OF APPEAL ON COMMITTEE ACTION, A PENALTY
CLAUSE AND PROVIDING FOR PUBLICATION AND EFFECTIVE DATE.
WHEREAS, the Legislature of the State of Texas has enacted Article 101 la, Vernon's
Annotated Civil Statutes empowering cities of the State of Texas to adopt regulations and
restrictions for the preservation and protection of historical places and areas of historical
and cultural importance and significance, and
WHEREAS, the City Council of Georgetown is aware that the City of Georgetown
has numerous areas, places, buildings, and structures having significant historical value
which reflect the heritage of the City, the State, and its people;
NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF GEORGETOWN, TEXAS
Sectionl: The City of Georgetown, Texas, shall have this, the following ordinance,
added to the City Zoning Ordinances.
Section II: (a) Definition. The terms "historical district: or "historical site" shall
mean any site, district, area, building or structure of historical, archaeological or cultural
importance or value which the City Council determines shall be protected, preserved or en-
hanced in the interest of culture, prosperity, education, and welfare of the people.
(b) Designation. The City Council may designate certain sites, districts,
areas, buildings or structures— in the City of Georgetown as historical districts or sites and
define, amend and delineate the boundaries thereof. The suffix "H" shall indicate the
zoning designation of those areas, sites, districts, buildings or structures as may be design-
ated as historical districts or sites. Such designation shall be in ADDITION to any other
use designation established by City Zoning Ordinances. All zoning maps shall reflect the
historical site or district by the letter "H" as a suffix to the use designated.
(c) Criteria. In determining the historical district or site the City Council
shall consider one or mo of the following:
(1) Character, interest or value as part of the development, heritage or
cultural characteristics of the City of Georgetown.
(2) Location, as the site of a historical event.
(3) Embodiment of distinguishing characteristics of an architectural type
or specimen.
(4) Relationship to other distinctive buildings, sites, districts or structures
which are historically significant and preserved, or which are eligible for preservation.
(5) Unique location of singular physical characteristics representing an
established, and familiar visual feature of a neighborhood, community or the City.
(6) Value as an aspect of community sentiment or public pride.
(7) Identification with a person or persons who significantly contributed
to the development or culture of the City.
Section III: Establishment of the Historical Preservation Committee:
(a) There is hereby created a committee to be—n—own as the Historical Preservation
Committee, herein called the committee, to be composed of not less than five (5)members
appointed by the City Council within 60 days of the passage of this ordinance.
(b) The Historical Preservation committee shall be composed of a majority of property
owners owning property within Historical districts as herein defined, at least one other
owner of property within the City limits, and of such other persons as the City Council
may designate. Each member appointed shall be considered upon his or her interest in
the City, knowledge of the history of the community, education and interest in the historical
and cultural preservation and development of the City as exemplified by his or her back-
ground in the areas of history , art, architecture and real estate.
