HomeMy WebLinkAbout0498_493492 (c) Each member appointed to the Historical Preservation Committee shall serve for a term of three (3) years except that the initial members appointed shall serve on staggered terms as follows: At least two owners of property in Historical Districts shall serve for 2 years; at least one owner of property in Historical Districts shall serve for 3 years; one owner of property within the city limits shall serve for 1 year; one designated member shall serve for two years; any and all other initial members and those appointed thereafter shall serve for a 3 -year term. The City Council shall determine the terms of the first appointed members based upon the above appointment schedule. (d) The members of the Committee shall elect among themselves a Chairman, Vice Chair- man and Secretary, each year on the anniversary date of their appointment. (e) A majority of members shall constitute a quorum. Section IV: Applications and Permits: (a) It shall Ge -unlawful for any person or entity to make any external alternations or external repairs of any substantial* nature (to include such as color changes and sign erection) in any manner whatsoever to any area, district, site, building or structure within the confines of a designated zoned historical site or district without first obtaining a permit as provided herein. *(substantial means that which would alter the architectural appearance and basic archi- tectural design of any building, structure, site, area or district within the Historical District.) (b) Applicants for permits under the ordinance must file with the City Manager, or his designated agent, an application in writing which shall give the following information: O(1) Name of applicant and property owner (2) Mailing address of applicant and permanent address of property owner V (3) Location of property to be altered or repaired V (4) A detailed description of the nature of the proposed external alterations or repairs to be made. (5) The intended and desired starting date and completion date of the alterations or repairs to be made. (6) A drawing or sketch of the proposed external alteration, if applicable. (c) Upon receipt of the application for a permit under this ordinance the City Manager or his designated agent shall determine the compliance thereof with other City building codes, rest- rictions and ordinances and within 48 hours from time of receipt refer the some to the Chairman or Vice Chairman of the Historical preservation committee if otherwise in compliance with City building codes, restrictions and ordinances. (d) Incomplete or applications not in compliance with City building codes, restrictions and ordinances shall be returned to the applicant for completion and compliance. (e) Upon receipt of the application by the Chairman or Vice Chairman of the Historical Preservation Committee, either one or both, shall cause a meeting of the Historical Preservation Committee to be held within 5 business days. The commi ttee shall investigate and approve or disapprove the application by majority vote and return to the City Manager, or his designated agent within 3 business days with a report of the results of the vote. Should an application be disapproved a written report as to the reasons therefor shall be likewise be returned to the City Manager or his designated agent within 3 business days with a report of the results of the vote. Should an application be disapproved, a written report as to the reasons therefor shall likewise be returned to the City Manager or his designated agent and shall thereafter be returned to the applicant within 3 business days. Upon approval of the application, the City Manager, or his designated agent, shall issue= a building permit authorizing the external alterations or repairs within 3 business days from -time of notice and receipts of approval. (f) Any applicant may upon having an application rejected or disapproved appeal the same to the City Council at any regular or special meeting of the City Council. The City Council shall review the application and approve or disapprove the same and such finding and ruling of the City Council shall be binding upon all parties. Section V. Pe�naltt Any person found inviolation of any provision of this ordinance shall be deemed guilty ora misdemeanor and punished by a fine not exceeding $50.00, and if such vio- lation be continuing, each day's violation shall be a separate offense. Section VI. Town Square Historical District. The City Council hereby designates the Town Square Historical District the confines of which s all be defined as follows: Lots 5 and 8 in Block 37; Lots 1, 2, 3, and 4 in Block 38; Lots 2 and 3, ,block 39; Lots 2, 3, 6 and 7 in Block 40; Lots 1, 4, 5 and 8 in Block 41; Lots 5 and 8 in Block 50; Lots 1, 2, 3 and 4 in Block 51; and Lots 2 and 3 in Block 52, of the City of Georgetown, Texas, according to the map or plat thereof of record and which lots are all of those properties front- ing ronting on and on the 4 corners of the area known as the Public Square or Court House Square of the City of Georgetown, Williamson County, Texas
