A RESOLUTION RECOGNIZING ENACTMENT OF FEDERAL AND STATE LAWS
WHICH REGULATE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS
AND ESTABLISHING CERTAIN RULES PROCEDURES AND A CITIZENS PARTI-
CIPATION PLAN FOR THE GEORGETOWN TEXAS 1976 COMMUNITY DEVELOP-
MENT PROGRAM
WHEREAS the Senate and House of Representatives of the United States of America did
enact and the President sign into law the Housing and Community Development Act of
1974 and
WHEREAS the Sanate and House of Representatives of the State of Texas did enact and the
Governor sign into law the Texas Community Development Act of 1975 and
WHEREAS both the Federal and State Laws require that municipalities implementing a
Community Development Program as provided for and by the Federal and State Laws must
inter alfa establish and make public a plan under which citizens may publicly participate
in and comment on the proposed Community Development Program
THEREFORE BE IT RESOLVED that the Mayor and City Council of the City of George-
town Texas do hereby declare that the following Citizens Participation Plan for the
1976 Georgetown Texas Community Development Program is established and made avail
able to any citizen of the City of Georgetown Texas who requests a copy of the plan
and that each member of the Citizens Advisory Commission Planning and Zoning Commission
and Council member be furnished a copy for their direction and guidance

PURPOSE OF PLAN
1 To provide a local process which permits citizens likely to be affected by commun-
ity development and housing activities including low and moderate income persons to
articulate needs express preferences about proposed activities, assist in the selection of
priorities and otherwise participate in the development of the application (for Community
Development hereinafter called C D ) funds and have individual and other complaints
answered in a timely and responsive manner
HOW CITIZENS WILL PARTICIPATE
2 Citizens participation for C D planning will be primarily through the established
Citizens Advisory Commission which consists of persons representative of all citizens of
Georgetown including low and moderate income persons likely to be affected by community
development and housing activities 1
3 The Citizens Advisory Commission working with individuals and such ad hoc
citizens groups as may be formed to study specific community development needs will
develop inputs and guidance to city planners at appropriate times during the programming
cycle and develop a final position statement on each year s program and plan 2

4 The final position statement along with all individual comments made at public
hearings and meetings conducted as prescribed by City Ordinance shall be recorded and
made a part of the administrative record of the Citizens Advisory Commission These records
shall reflect where and when meetings were held who attended a summary of conclusions
findings and recommendations and a minority report if a consensus cannot be reached
Records shall be subject to public examination at any reasonable time and extracts and
certified copies will be required for the annual performance report to HUD Such state-
ment should be completed by January 12 1976 Public Hearing
