HOW LOCAL GOVERNMENT WILL ASSIST CITIZENS
5 A public hearing was held on July 29 1975 The purpose of the meeting among
other things was to provide general information about the Community Development Block
Grant program the amount of funds available and other program requirements including the
responsibilities of local government and citizens participation Hold harmless funds identified
for Georgetown Texas are as follows
FY 1975 - $228 000
FY 1976 - $228 000
FY 1977 - $228 000
FY 1978 - $152 000
FY 1979 - $ 76 000
6 During the public hearing on July 29 1975 the 1976 planning schedule was established
based on deadline dates required by HUD for submitting an application for grant funds under
the Act considering all presubmission certification and coordination requirements
(See Attachment 2)
7 If after Program approval and submission it becomes necessary to amend the 1976
application reprogram 1976 funds or designate new activities or locations a reprogramming
planning schedule will be established and made a matter of public notice and records Inputs
N guidance and coordination will be requested from the Citizens Advisory Commission on all
r., program amendment actions

8 In addition to the general technical briefing on provisions of the 1975 C D Act at
the July 29 1975 meeting the Mayor City Council City Manager and his Planning Staff
and the City Attorney will provide assistance to the Citizens Advisory Commission and any
interested citizens concerning provisions of the 1974 C D Act including such requirements as
Davis -Bacon environmental policies equal opportunity requirements relocation provisions and
like requirements Such assistance will be provided when requested and throughout the planning
cycle to insure legal compliance with the 1974 C D Act State and Local law

9 Citizens participation started with the July 29 1975 public hearing held in the City
Council Chamber City Hall at 7 00 p m A letter of invitation was addressedto all members of
the City Council Planning and Zoning Commission Citizens Advisory Commission and All
Other Citizens of the City of Georgetown on July 21 1975 In addition public notice appeared
in the local newspaper for the period required by local ordinance for a public hearing
10 The Citizens Advisory Commission will schedule additional public meetings as necessary
prior to January 12 1976 to review work previously completed in establishing the workable
program goals projects and priorities including work done for the 1975 C D program and
develop a written statement as indicated by paragraph 4 above by January 12 1976 The Citizens
Advisory Commission should recognize that the final decision for program direction rests with
the elected city officials for they are responsible both to every citizen and to the Federal and
State authorities for stewardship of grant aid funds
11 After all local level planning coordination and public hearings have been completed
the CD Program and application will be considered at a special City Council Meeting to be
held on January 27 1976 to act on an approving resolution The date of this meeting is 15 days
after the lost scheduled public hearing on the 1976 CD Program as required by Section 5
paragraph (c) of the Texas Community Development Act of 1975
