PARKER REGISTERED PLB LIC SURVEYOR NO. 1661 ORDINANCE NO. 77-10 AN ORDINANCE CONTROLLING AND EXPEDITING THE FLOW OF VEHICULAR AND PEDESTRIAN TRAFFIC, AND AUTHORIZING THE CHIEF OF POLICE TO TO DETERMINE AND DESIGNATE THE LOCATIONS OF ZONES, ROUTES, TRAFFIC CONTROL DEVICES, SIGNS, SIGNALS, AND MARKINGS NECESSARY TO CONTROL AND EXPEDITE THE FLOW OF TRAFFIC. WHEREAS, the control of the conjestion of traffic, the frequency of passage of vehicles or pedestrians, or both, the direction and volume of the flow of traffic, the dimensions and conditions of the streetsand sidewalks, is necessary for the free flow and the expeditious handling of traffic and the safety of persons and property; now THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: SECTION 1. DUTIES AND AUTHORITY OF THE CHIEF OF POLICE Whenever and wherever the Chief of Police finds it to be necessary for the free flow and expeditious handling of traffic, and the safety of persons arc) property, the Chief of Police is authorized to: (1) Designate and maintain crosswalks. (2) Mark lanes for traffic and parking stalls on the streets of the city. (3) Designate routes directing traffic near public or private schools, parks, and public buildings. (4) Designate areas on the streets of the city which shall not be used as spaces for the parking of vehicles. (5) Designate areas on the streets of the city where angle parking may be permitted. (6) Designate intersections of streets at which drivers operating vehicles approaching the intersection on one or more of the intersecting streets must bring such vehicle to a complete stop before proceeding into such intersection. (7) Determine and allocate unmetered parking time limits on streets and portions of streets, and on parking lots and partions of parking lots owned by the city. (8) Designate intersections, the crossing of which shall be controlled by red, green and amber lights and arrows, and to determine the type of such lights or traffic control devices to be installed at each intersection. (9) Designate the routes which shall be followed by trucks or commercial vehicles, in using the streets of the city; provided that no such vehicle shall be prohibited from using any street for the purpose of going directly to or from any residential, commercial or industrial establishment abutting on such street for the purpose of delivering or picking up materials. (10) Designate intersections of streets at which drivers operating vehicles on one or more of the intersecting streets whall yield the right-of-way to any pedestrian legally crossing the designated roadway and to any vehicle in the intersection or approaching the intersection on another street so closely as to constitute an immediate hazard. (11) Designate and mark appropriately those traffic lanes on multi laned streets to be used only by vehicles engaged in left -turn movements. (12) Designate the location of loading zones.
