HomeMy WebLinkAboutRES 091118-P - Self-funded Med ProgamRESOLUTION NO. 09 I i U"r A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AWARDING CONTRACTS FOR SELF-FUNDED MEDICAL PROGRAM ADMINISTRATION SERVICES, MEDICAL STOP- LOSS INSURANCE COVERAGE, VOLUNTARY VISION BENEFITS, VOLUNTARY LIFE AND AD&D INSURANCE COVERAGE, EMPLOYEE ASSISTANCE PROGRAM, BENEFITS ADVOCATE SERVICES, FLEXIBLE SPENDING ACCOUNT ADMINISTRATION, AND COBRA ADMINISTRATION, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO SUCH CONTRACTS ON BEHALF OF THE CITY. WHEREAS, the City Council has determined that it is appropriate to accept the following health benefit coverage proposals: Item A: Award a contract to United Healthcare in the estimated amount of $111,000to administer the City's self-funded medical program for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. Item B: Award a contract to United Healthcare in the estimated amount of $670,000- for medical stop -loss insurance coverage for 1 year. Item C: Award a contract to United Healthcare for voluntary vision benefits for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. Item D: Award a contract to MetLife for voluntary life and AD&D insurance coverage for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. Item E: Award a contract to Alliance Work Partners in the estimated amount of $17,000 for employee assistance program for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. 00009973 EMAREK HR I GENERAL 2018 Item F: Award a contract to Compass in the estimated amount of $35,000 for benefits advocacy services for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. Item G: Award a contract to United Healthcare in the estimated amount of $4,000 for flexible spending account administration for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. Item H: Award a contract to United Healthcare in the estimated amount of $1,000 for COBRA administration services for one (1) year with the option to renew for four (4) additional one- (1-) year terms, and authorize the City Manager to negotiate and sign renewals as long as such renewals do not deviate more than 7% of the initial per employee per month contract price. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN TEXAS: SECTION ONE. The facts and recitations contained in the preamble of this Resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION TWO. The City Council hereby approves the awards of the contracts listed above in Items A, C, D, E, F, and H with three- (3-) year rate guarantees. The City Council hereby approves the award of the contract in Item B and Item G as listed above, with Item G having the following rates: Year 1- $3.90 per employee per month and—Year 2 - $3.98 per employee per month_ SECTION THREE. The City Council hereby authorizes the City Manager to negotiate and sign renewals for Items listed in A, C, D, E, F, G, and H as long as such renewals do not deviate more than 7% of the per employee per month contract price. SECTION FOUR. This Resolution shall become effective on the I 1 day of 2018.
