It shall be his duty in case the City Council contracts with private parties for any public work, to gen- erally supervise the same and to see that said contract or contracts are faithfully performed, and in case of any viol- ations of said contract or contracts to report the same to the Mayor or the City Attorney, Section 6. He shall confer with the Street Committee as often as necessary in regard to work he thinks necessary to be done and what teams and men will be required and he may also make such recommendations to the Council as he deems nec- essary. He shall also at any meeting of the Council make such suggestions as he may think proper in regard to the improvement of any street, alley, sidewalk or other public ground, and in regard to the removal from any street of any building or obstruction of a permanent nature, and shall make such suggestions as he may see fit in regard to the condem- nation of any unsafe building or structurep and all such other suggestions in regard to the condition of the streets, alleys, sidewalks and public grounds of the City as he may think proper, and the Council may require him to report at any time and on any subject connected with the streets, alleys, side- walks or public grounds of the City that they may desire. Section 7. It shil be his duty to see that the streets and public passages of the City are kept in a safe and passable condition and for that purpose he shall have power to do or cause to be done at the expense of the owners of the property whose duty it may be to make the repairs necessary to place and keep such streets or public la ssages in a safe and pass- able condition by notice and otherwise as may be provided by the ordinances of this City. Section 8. It shall be his duty to see that all persons or corporations, which have been granted any special privil- eges iri regard to such streets, alleys and public grounds of said City, comply strictly with the terms of the franchise so granted, and he shall report any infractions thereof to the Mayor or the City Attorney.
