laned:streets to be used only by vehicles engaged in left -turn
movements.
(12) Designate the location of loading zones.
(12) Designate areas upon public streets and in public parks to be
used as bicycle lanes and paths and, prohibit the use of areas
so designated by other vehicles.
(14) Designate certain streets or alleys or portions thereof for
one way traffic only.
(15) Designate areas to be used for the parking of vehicles in
public parks, public playgrounds and off-street parking lots
which are owned, operated or maintained by the city.
(16) Determine locations for the prohibition of right turns on red
signals at intersections controlled by traffic -control devices
and also the prohibition of left turns on red signals at inter-
sections which are of two one-way streets and are controlled
by traffic -control devices so long as such left turns would be
otherwise permissible by direction of the traffic flow upon
the streets,
(17) Designate locations where right or left turns are prohibited.
(18) Determine the location of tow away zones in areas where vehicle
parking is prohibited.
(19) hake such changes as changing conditiobs may require in any des-
ignatkdn, determination or regulation he is authorized to make.
SECTION 2. ESTABLISiiMENT OF OFFICIAL TRAFFIC CONTROL DEVICES
The Chief of Police shall determine the type and location of all official
traffic -control devices ;in accordance with the most recent edition of the
"Manual on uniform Traffic Control Devices for Streets and Highways", as
published by the Federal Highway Administration, except where such manual is
in conflict with state law. It shall be unlawful for any person to violate
the regulation imposed.by any lawfully posted traffic -control device, whether
or not posted in accordance with such manual.
Probf of the fact that any traffic -control device, sign, signal, or
marking was actually in place at any location in the city shall constitute
prima facie evidence that the same was installed under the authority of law.
