RECOVERY FEES FOR WATER AND WASTEWATER U'TILI'TIES; PROVIDING
METHOD OF DETERMINING SUCH FEES; FIXING MAXIMUM AND MINIMUM SIZES
APPLICABLE TO SINGLE FAMILY RESIDENCES; PROVIDING TIME OF
PAYMENT; DISTINGUISHING SAID FEE FROM UTILITY TAPS; PROVIDING
CITY LIABILITY LIMITS; PROVIDING FOR APPLICATION OF FEES IN
REMODELING WITH EXCEP'T'IONS; PROVIDING FOR COMPUTATION OF SUCH
FEES FOR COMMERCIAL STRUCTURES UTILIZING METER SIZE AND LIVING
UNIT EQUIVALENTS; REQUIRING CITY ENGINEERS REVIEW ON INDUSTRIAL
AND FACTORY APPLICATIONS; SETTING TIME LIMITS AND PROCEDURES
RE'GARDING SUCH APPLICATIONS; PROVIDING FOR APPEALI REQUIRING
SEPARATE ACCOUNTS FOR FEES; PROVIDING FOR COUNCIL REVIEW:
CONTAINING SEVERABILITY CLAUSE AND DECLARING AN EMERGENCY.
WHEREAS, the need exists for comprehensive financial plan
for the water and wastewater utilities so that new projects can
be financed; and,
WHEREAS, the citizens of Georgetown will best be served if _.
new developments and projects pay for a portion of.the cost
associated with providing water and wastewater services to such
developments and projecta; Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN:
Section 1. That a base capital recovery fee of $1,000.00
for.; water and $500.00 for wastewater per living unit equivalent
is hereby established for all property served by the City of
Georgetown with such utility services.
Section 2. The base fees established in Section 1. of this
Ordinance shall be increased or. decreased for single family
residences, duplexes, fourplexes, apartments and other
residential structures depending on the square,footage contained
in such structures. Such square footage will be multiplied by
$0.50 for water services involved and $0.25 where wastewater
service is involved and the amount of the base fee will be
increased or decreased to 'equal the product of the said square
footage computation.
Square footage shall be determined exclusive of garages,
porches, carports and patios.
Square footage relative to single .family residences shall
have a 3000 square feet maximum and a 1200 square feet minimum
for purposes of computation of Ewes. S3uara footage in a single
family residence in excess of 3000 square feet shall not be
considered in the fee determination and a minimum of 1200 square
