1984, and to become effective immediately upon such first reading
as such passage is deemed to be an emergency for the reason that
possible severe drought conditions may be imminent and the
ordinance is necessary for the effective conservation of water
for the benefit of the public in general and in order to protect
the health, safety and welfare of the City.
