HomeMy WebLinkAbout0066_1985PLANNING DEPARTMENT AUDIT RESOLUTION BEAIT RESOLVED THATs WHEREAS, the City Council of the City of Georgetown holds a position of public trust to the citizens of Georgetown to make certain that the operations of the City are properly conducted= and, WHEREAS, there have been repeated requests from City Council Members for information concerning the operations of the Planning Department, including fees collected and billings or costs of the engineering services used by the City Planning Department= and, WHEREAS, it has come to the attention of the City Council and the public in general that it aPpears as if fees have not been collected, the fees that have been collected have not been spent according to the ordinances specifying the manner in which they should be spent and that expenditures have been made in apparent violation of the City Charterf and, WHEREAS, the City needs to have a correct understanding of the full circumstances of the operations, bookkeeping (records), billings, and expenditures of the Planning Department from its inception to the end of the Fiscal Year, ending August 31, 1985. NOW THEREFORE, the City Council instructs the City Manager to immediately enter into an engagement letter authorizing the City Auditor to conduct a full audit of the operations, bookkeeping, billing, and expenditures of the Planning Department of the City of Georgetown and give a full report of its findings, including, but not limited to, the practices and activities of the Planning Department concerning bookkeeping (accounting records), billings and expenditures from the inception of the operations to the end of the Fiscal,Year 1985. In'the engagement letter it shall provide that if in the full audit there appears to be reason for an investigative audit, then the City Auditor is to stop his activity and to return to the Council to advise the Council of need for an investigative audit. The City Manager should further request that the City Auditor make such recommendations, if any, as it appears are needed to bring the operations of the Planning Department into acceptable standards. These findings and reports are to be delivered directly to the,City Manager, the,Mayor, and the members of the City Council. "r-ksS-J la/8/es /M5
