OF WHOLESALE CUSTOMERS' COMMITMENT TO
ITS GENERATING CAPACITY SPECIAL PROJECT
AND TO RETAIN CHARLES PETTYJOHN OF BECON
CONSTRUCTION COMPANY, INC. AS LIGNITE
FUELS CONSULTANT TO THE ASSOCIATION OF
WHOLESALE CUSTOMERS
WHEREAS, the Association of Wholesale Customers' bylaws, Section 6.02,
require that the scope and cost of special projects be submitted to the
Members' Committee and a determination made by a majority vote of the
Members' Committee that it is advisable that a Special Project be under-
taken; and
WHEREAS, the Association of Wholesale Customers resolved on April 22,
1981 to approve a Special Project to study LCRA's projected generating
capacity needs, to determine possible ways to reduce the costs of such
additional capacity and to intervene in the proceedings on this subject
and to retain the consulting firm of C.H. Guernsey and Company and the
law firm of Vinson b Elkins for the Special Project; and
WHEREAS, LCRA and Texland are each seeking a PUC certificate of con-
venience and necessity for a proposed lignite fired, electric generating
plant costing over one billion dollars; and
WHEREAS, the rate impact on the Wholesale Customers of a new genera-
ting plant will be enormous, and far greater than the rate impact of any
LCRA rate case; and
WHEREAS, a major element of comparative costs in the LCRA and Texland
projects is fuel costs;
NOW THEREFORE, BE IT RESOLVED, that the Association of Wholesale
Customers will retain Charles Pettyjohn of the firm of Becon Construction
Company, Inc. to evaluate alternative lignite fueled electrical power
generation sites from the standpoint of projected fuel costs and feasi-
bility , as a part of the Special project;
BE IT FURTHER RESOLVED, that the Association of Wholesale Customers
will allocate the expenditure of $150,000 for Becon Construction Company's
consulting services and for additional services of C.H. Guernsey and Com-
pany and Vinson & Elkins for the Special Project.
