City of Georgetown, Texas Housing Advisory Board Minutes October 15, 2018, at 4:00 p.m. Historic Light and Waterworks Building, 406 W. 81h Street Georgetown, Texas 78626 Members present: Nathaniel Bonner; Mary Calixtro; Randy Hachtel; Jennyce Hume; Bob Weimer, and Lou Snead, Chair Members absent: Nikki Brennan, Staff present: Susan Watkins, Housing Coordinator; Sofia Nelson, Planning Director and Karen Frost, Recording Secretary Public Wishing to Address the Board A. As of the deadline, no persons were signed up to speak on items other than those posted on the agenda. Legislative Regular Agenda B. Consideration and possible action to approve the minutes from the September 24, 2018 meeting. Karen Frost, Recording Secretary Motion by Hachtel, second by Bonner to approve the minutes as presented. Approved 6 -0. C. Consideration and discussion on Affordability Analysis. Susan Watkins, AICP, Housing Coordinator. Watkins presented more analysis of the city housing supply and workforce numbers, and asked if the board felt the numbers clearly reflect the housing situation in Georgetown, and asked if they felt more information was needed prior to moving forward with recommendations. She reviewed housing supply and availability. Board members felt the price range of housing in the area has changed and that availability is poor. She reported definitions of senior housing, workforce housing and low income housing were being developed and would be presented at the joint Council and P&Z meeting in late November, as directed by Council. Nelson explained the need to understand the State of Georgetown before developing the implementation plan. The information will be taken to Council next for direction. Staff will continue to analyze the affordability and supply findings. The Board discussed setting priorities and making recommendations. Snead asked for information on what a household earning must be to afford the available houses now. Bonner is concerned that the mission "caring community for all" is no longer valid here and discussed foreclosures in the area. D. Update on the 2030 Plan Update process. Watkins reported that the Technical Review Committee, made up of city staff will meet on October 11 to review this data. The Steering Committee will meet on November 1, the next Housing Advisory Board will be on November 191h. There will be a joint Council and Planning and Zoning Commission Workshop on November 28th and the Steering Committee will meet on December 61h. The Housing Advisory Board will meet in December to review any revisions that have been made to the findings. Adjournment Motion by Bonner, second Weimer to adjourn.
