A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, SUPPORTING THE U.S
ENVIRONMENTAL PROTECTION AGENCY'S NATIONAL
INITIATIVE, OZONE ADVANCE, THROUGH MEMBERSHIP IN
THE CLEAN AIR COALITION AND PARTICIPATION IN THEIR
GOAL TO FACILITATE A VOLUNTARY EMISSION -REDUCTION
AS DESCRIBED IN THE 2019-2023 AUSTIN -ROUND ROCK -
GEORGETOWN MSA REGIONAL AIR QUALITY PLAN.
WHEREAS, the City of Georgetown geographically falls within the Austin -Round
Rock -Georgetown Metropolitan Statistical Area (MSA), which includes Bastrop, Caldwell,
Hays, Travis and Williamson Counties; and
WHEREAS, the City of Georgetown acknowledges that in 2012 the Austin -Round
Rock -Georgetown MSA was within 2 ppb of being in violation of the 8 -hour National
Ambient Air Quality Standards (NAAQS) for ozone, as established by the Environmental
Protection Agency; and,
WHEREAS, the City of Georgetown is a member of the Capital Area Council of
Government's Clean Air Coalition, which actively sponsors the Ozone Advance Program to
achieve air quality and public health benefits by implementing early voluntary pollution
control measures for ozone, before air quality violations occur, or before Federal measures
are mandated; and,
WHEREAS, the Clean Air Coalition agreed to participate in the Ozone Advance
Program and submitted an Action Plan by December 31, 2013; and,
WHEREAS, the Clean Air Coalition requested that its members commit to specific
emission control measures, through resolution, by November 15, 2013, as a part of the Action
Plan; and,
WHEREAS, the City of Georgetown committed by Resolution 111213-N to specific
emission control measures on November 12, 2013; and,
WHEREAS, the City of Georgetown continues its commitment to the Clean Air
Coalition Ozone Advance Program by supporting the 2019-2023 Austin -Round Rock -
Georgetown MSA Regional Air Quality Plan; and.
WHEREAS, the City of Georgetown further commits to support the Emission
Control Measures in Attachment A.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The City of Georgetown commits to maintain its current list of emission
control measures as part of the Clean Air Coalition's Action Plan, as detailed in Attachment
A.
SECTION 2. This Resolution shall be effective upon approval by the City Council of the
City of Georgetown. The Mayor is hereby authorized to execute, and the City Secretary to
attest thereto this resolution on behalf of the City of Georgetown.

ATTACHMENT A. EMISSION CONTROL MEASURES
The City of Georgetown commits to implement or continue to utilize the following Emission Control
Measures (ECM), all of which are included on the Clean Air Coalition's list of suggested ECM:
Use vehicles powered by alternate fuels that reduce vehicle emissions, when appropriate, within the City's
fleet.
Use Texas Low Emission Diesel equivalent fuels, such as Ultra Low Sulfur Diesel, in all diesel vehicles,
including off-road equipment.
Maintain fleet vehicles according to manufacturer's specifications and perform preventative maintenance
at regularly scheduled intervals.
Require vehicle operators to limit vehicle idling to 5 minutes.
Provide direct deposit of City payroll for employees.
Provide and promote online access to city services, such as utility bill payments and permit applications.
Provide the following Resource Conservation Programs to customers that ultimately result in fewer
emissions:
Single Stream Recycling
Reuse Water
Curbside Yard Waste Pickup
Decrease the demand for electricity by providing energy conservation programs to customers:
Promote activities aimed at reducing or controlling emissions.
