TEE STATE OF TEXAS COUNTY OF WILLIAMSON CITY OF GEORGETOWN We, the undersigned, Mayor and City Secretary, respectively of said City, hereby certify as follows: 1. That the attached and following is a true, full and correct copy of an Ordinance amending the Ordinance Creating the Georgetown Hospital Authority which Ordinance has been duly recorded in the minutes of the City Council of said City. 2. That said Ordinance was passed on first reading by the City Council of said City at a Regular Meeting held at the regular meeting place on the 12th day of November, 1973, and finally passed by said City Counc1A on second reading at a Meeting on the /D�(day of 1973. 3. That on the dates of both of said meetings, the follow- ing were, and are now, the members and officers of said City Council: Joe E. Crawford, Mayor Claud Eads, City Secretary, Dee Scott, Harry Gold, J. D. Wininger, William R. Eanes, Hubert Brock, 4. That at the first of the aforesaid meetings, all of the members and officers of said City Council were present, except the following absentees: -,; Z� v, , and said Ordinance was introduced for the consideration of said City Council by its presiding officer, and read in full, and, upon motion duly made and seconded, said Ordinance was passed on first reading by the following vote: AYES: All members of said City Council shown present above voted "Aye." NOES: None. 5. That at the second of the aforesaid meetings, all of the members and officers of said City Council were present, except the following absentees:r� and said Ordinance was introduced for the consideration of said City Council by its presiding officer, and read in full, and, upon motion duly made and seconded, said Ordinance was passed on second and final reading by the following vote: / 1 AYES: All members of said City Council shown present above voted "Aye." That a true, full and correct copy of the aforesaid Ordinance passed at the meetings described in the above and foregoing paragraphs is attached to and follows this Certifi- cate; that said Ordinance has been duly recorded in said City Council's minutes of said meetings; that the above and foregoing paragraphs are true, full and correct excerpts from said City Council's minutes of said meetings pertaining to the passage -of said Ordinance; that the persons named in the above and foregoing paragraph are the duly chosen, qualified and acting officers and members of said City Council as indicated therein; that each of the officers and members of said City Council was duly and sufficiently notified officially and personally in advance, of the time, place and purpose of the aforesaid meetings, and that said Ordinance would be introduc- ed and considered for passage at said meetings, and each of said officers and members consented, in advance, to the holding of said meetings for such purpose; that said meetings were open to the public, and public notice of the time, place and purpose of said meetings was given, all as required by Vernon's Ann.Civ.St. art. 6252-17, as amended. 7. That the Mayor of said City,has approved, and hereby approves, the aforesaid Ordinance; that the Mayor and the City Secretary of said City have duly signed said Ordinance; and that the Mayor and the City Secretary of said City hereby declare that their signing of this Certificate shall con- stitute the signing of the attached and following copy of said Ordinance for all purposes. SIGNED AND SEALED the le4 day of 1973. r^� DESCRIPTIVE CAPTION AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AMENDING SECTION 3 OF THE ORDINANCE PASSED ON THE 1ST DAY OF MARCH, 1973, AND ON THE 12TH DAY OF MARCH, 1973, CREATING THE GEORGETOWN HOSPITAL AUTHORITY; AND DECLARING AN EMERGENCY. THE STATE OF TEXAS COUNTY OF WILLIAMSON CITY OF GEORGETOWN WHEREAS, the City Council has heretofore on the 1st day of March, 1973, and on the 12th day of March, 1973, passed an Ordinance creating the Georgetown Hospital Authority; and WHEREAS, Section 3 of said Ordinance provides that Georgetown Hospital Authority shall be governed by a Board of Directors consisting of ninq,(9) members and appoints the first Directors; and WHEREAS, the Directors appointed by said Ordinance have not accepted their offices, subscribed to the constitutional oath of office, nor entered upon the discharge of their duties; and WHEREAS, it is deemed desirable to amend said Section 3 of said Ordinance; and WHEREAS, it is hereby officially found and determined: that a case of emergency or urgent public necessity exists which requires the holding of the meeting at which this Ordinance is passed, such emergency or urgent public necessity being that the proceeds of the Bonds of the Hospital Authority are immediately necessary for public improvements which will contribute to the preservation of the public peace, health, safety, and welfare; and that said meeting was open to the public, and public notice,of the time, place, and purpose of said meeting was given, all as required by Vernon's Ann.Civ. St. art. 6252-17, as amended. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN: Section 1. That Section 3 of the Ordinance passed on first reading on the 1st day of March, 1973, and passed on second reading on the 12th day of March, 1973, is hereby amended to read as follows: "Section 3. That, Georgetown Hospital Authority shall be governed by a Board of Directors consisting of seven (7) members; that the first Directors for said Authority shall be Robert M. McKay, Wallace G. Evans, Lan L. (Don) Hewlett, III, Jay C. Sloan, Elmer K. Fredericson, Basil A. Phillips, Charles A. Forbes, and that each of said directors shall, unless other provision is made in the bond resolution or trust in- denture in connection with the issuance of bonds as provided in the Hospital Authority Act, serve for a term of two years from the date hereof (3/12/73), and until their successors have been appointed by the Governing Body of the City of Georgetown, Texas, and have duly qualified." Section 2. We have left the date of the second meeting in blank. We understand that the next regular meeting of the City Council after November 12 is December 10, 1973. As discussed earlier this day, if the ordinance is to be passed on second reading at a special meeting, the special meeting should be held subsequent to November 22 in order to satisfy the charter requirement that the second reading occur not less than ten days following the first reading. We also enclose eight copies of the ordinance amending Sec- tion 3 of the ordinance creating the Georgetown Hospital Authority. The effect of the amendment is to reduce from nine to seven the number of members constituting the Board of Directors of the Authority and to substitute three names in place of the five doctors appointed by the ordinance creating the Authority. On the certificate page attached to the front of each copy we have left the date of the second reading in blank. Following passage on second reading, 2 please have all blanks on the first page of the certificate completed and have the second page of the certificate dated, signed and sealed as provided for. Please return six certified copies of the ordinance to this office following final passage. One copy should be retained by the City and you may retain the remaining copy for your files. We are also returning herewith the seven copies of the ordinance creating the Authority which you mailed to us last week. Please have the City Secretary affix the City seal to the second page of the certificate attached to the front of each copy at the place designated.
