There is hereby created the lunicipal Civil Defense and Disaster Relief of the City of Georgetown which shall consist of the following; (a) The Nalor of the City of Cc or ;sprve as get Chnirman of the Ocumittee and who shall also be hnown as Municipal , Defense Coordinator of the City of Georgetown; (b) The Assistant Defense Coor0inator of sto shall be chnrged with the preparation of a civil defense plan for the City of GeorSetown, taGether with such other duties as the Coordinator The Assistant Coordinator be by hold may prescribe. shall appointed and his position at the pleasure of the A"nicipal Defense Coordinator. The duties of such Civil Defense and Disester Relief Committee shall also include the making of a survey of the availability of existing personnel, equipnent, supplies and services which could be used during an emergency, as provided for herein, as well as a continuing study,of the need for amendnents and improvements in the civil defense plan adopted by the City Council. Section A Any light displayed contrary to any order, rule or regulation promulgated pursuant to the provisions of this ordinance constitutes a public nuisance and when deemed necessary in order to protect life during blackobts or air raids, the police are authorized and directed to enter upon any premises Wthin the City of Georgetown, using reasonable force, and extinguish lights or take other necessary action to make effect— ive any, order, rule or regulation promulLated under the authority con— ferred by this ordinance. Section 8. Any unauthorized person who shall operate a siren or other device sees to simulate a blackout signal or air raid,or the terrainp,t,ion of a blacka"t or air raid, shall be deemed Suilty of a Sri olation of this ordinance and shall be subject to the penalties im,— posei by this ordinance. Smwhen ection 9. At all ties the orders, rules and reCulatioarse made and promulaated pursuant to this ordinance shall be in effect, they shall supmrsede all existing ordinances, orders, rules and reEulations insofar as ChB latter may be inconsistent therewith. Section 10. This Ordinance shall not be construed so as to conflict with any State or Federal statute or with ;nto 11litary a -- Naval ordar, Rule or regulation. Section !I. This Ordiance is an ecerciss by the City of its governmental functions for the protection of the public peace, health and safety and neither the City of Georrotown, the aEents and representatives of said City, or any individual, receiver, in;, partnership, corporation, association. o-r trustee, or any of the agents thereof, in good faith carrying out, colplyinE with or attemptinE to conTly with, any order, rule or regulation promulgated pursuant to the provisions of this ordinance shallbe liable for anydamage sustain.ed to person or property as the result of said activity.
