Georgetown, Texas (hereinafter called the "Locality"), and he custodian
of the records of the Locality, including the minutes of 04 proceedings of

AUTHORIZING THE EXECUTION OF THE COOPERATION AGREEMEN' BETWEEN THE
CITY OF GEORGETOWN AND THE GEORGETOWN URBAN REINEWAL A( &NCY OF
GEORGEGOWN, TEXAS, WITH RESPECT TO SOUTH SAN GABRIEL RBAN RENEIVAL AREA,

WHEREAS, The necessary prerequisites and requirements I Dy the Georgetown

Agency of the City of Georgetown has duly considered a proposed Cooperation
Agreement between the Agency and the City, dated January 16,1 1967, and finds
the same to be in order, and authorized the execution of tha, proposed
Cooperation Agreement: and
WHEREAS, the City Council of the City of Geagetown, Tfkas, now desires
to authorize the Mayor of the City of Georgetown, Texas, to xecute the
proposed Cooperation Agreement between the City of Georgegom and the Urban
Renewal Agency of Georgetown, Texas, with respect to the sai, area and project;
NOW THEREFORE, BE IT RESOLVED that the Mayor of the Ci y of Georgetown,
Texas, attested by the City Secretary of the said City, be he is hereby

authorized to execute for and on behalf of the City of Georgetown, Texas,
the Cooperation Agreement between the Urban Renewal Agency and. the City of
Georgetown with respect to the South San Gabriel Urban Renewal Plan, Project
No. TEX R-102, dated January 16, 1967.
The above resolution was unanimously adopted by the City Council of the
City of Georgetown, Texas, upon motion by Eanes, seconded by Evans and the follow-
ing Council men voting "Aye": Evans, Eanes, Brock, Lyda and Iloyt, and the follow-
ing Councilmen voting "Nay": None, on the 16th day of January, A.D., 1967.

This agreement is made and entered into on this the 1
January, A.D., 1967, by and between the Urban Renewal Agency
Georgetown, Texas, (hereinafter called and referred to as the
City of Georgetown, Texas, a Municipal Corporation (hereinaft
referred to as the "City"), WITNESSETH:
WHERIAS, the Agency is a public body corporate and po

WHEREAS, the Agency with the aid and cooperation of i

NOW, THEREFORE, IN CONSIDEIUITION OF THE \117,rUAL COVENANfTS )JEREINTAFTER
SET FORTH, THE AGENCY AND CITY AGREE AS FOLLOWS:
1. AGENCY:
The Agency agrees to diligently and forthwith proceed with all
necessary actions, works and undertakings to carryoout the proposed and approved
South San Gabriel Urban Renewal Project in the following described Project
area and other areas as be designated and approved to carry out and fulfill
the proposed Loan and Grant Constrct specifically between it and the United
States of America, acting by and through the Department of Housing and Urban
Development, said Project area being identified as the South San Gabriel
Urban R.newal Project, TEX A-1102, situated in the City of Georgetown, Txas,
in Williamson Coun-tv Phis

to the Exhibit attached hereto and made a part of this instrument for all
purposes by reference thereto.
2. CITY
The City of Georgetown agrees pursuant to and within the procedures
required by all applicable State laws and Ordinances, to provide local grants-
in-aid and to otherwise cooperate in the undertaking, carrying out and completion
of said Urban Renewal Project in accordance with the approved Urban Renewal
Plan therefor, in all respects including but not limited to the following:
a. To take all necessary steps to properly appropriate and
contribute to the Agency any moneys which may accrue or come into its hands
from any source which shall be proposed by the City as a cash contribution
to the Project, if any, such moneys to be deposited in the project expendi-
tures account maintained by the Housing Authority in connection with such
Project.
b. It is understood that the City of Georgetown is obligated to the
payment of 1/4th of the net project costs incurred in connection with the
undertaking, carrying out and completion of said Project, it being presently
estimated that such 1/4th share is approximately $670,645.00.
c. It is presently estimated and anticipated that the City of
Georgetown will receive local grant-in-aid credit for the following identified
project and site improvements in connection with such Project, constructed
and provided during the years 1967 through 1971, to -wit;
(1) Water Distribution System ,-p'50,146. 00
(2) Sanitary Sewer System 82,402.00
(3) Electric Distribution System 82,953.00
(41) Traffic Signs and Street Lights 16,465.00
(5) Site Clearance and Demolition 117,600.00
(6) Street Grading to Sub Grade 62,659.00
The City agrees to contribute to the Project, either in the form
of cash or non -cash grant-in-aid facilities, such amounts as shall be required
to cover any deficit in required local grant-in-aid which shall develop if the
Department of Housing and Urban Development shall not approve the full estim-
ated amount of grant-in-aid credit for the facilities itemized above and to

cover any deficits which shall exist or develop by failure to provide any of
foregoing facilities at the indicated estimated cost there:If.
The City agreed to take such steps as are necessary tj make available
the 104 Public Housing Authority living units for relocati,n purposes with
top priority given to relocated families at rental costs within their capacity,
based on the Agency's Relocation Program. The City forth et agrees that
priority will be given to the Agency for displaced familie, and individuals
in the low income brackets and to the elderly. No conditi,ns shall be on
admission to the housing project other than income and fan . ly size except
in case of bad moral character or mental or physical heal t - The City further
agrees that the Georgetown apartment property will be own e and operated
by the City of Georgetown for the life of the Urban Renewal Project.
The City agrees to take such steps as are necessary tr) purchase three
(3) Park Sites, as shown and indicated in the Urban Renewa Plan, at an
estimated cost of $7,080.00. The City agrees to accept ficim the Urban
Renewal Authority the Parks to be provided in the Urban 14newal Program
and to assume the responsibility of maintanance and upkeer of the park area.
The City agrees to enforce by proper action the prow' ions of all
municipal codes and ordinances relating to the health, wel Fare, safety,
good living conditions, and the prevention of slum blighted areas in the
City of Georgetown, and particularly in the above describ it Urban Renewal Area
and to continue such enforcement in the interest of the c2tinuing success
of the Project.
The City of Georgetown, Texas, recognizes that Title III of the Civil
Rights Act of 1964 and the regulations and policies of thE Department of
Housing and Urban Development effectuating the Title prohi,it descrimination
on the ground of race, color, or national origin in the pdl�icies and. prac-
tices of any public facility, or educational institution 1�esponsibld for
proposed credit to the locality's share of the cost of an aroan renewal
project receiving financial assistance from the United Star
'bes. The City of
Georgetown, T xas, hereby assures the United States and th Department of
Housing and Urban Development that the South San Gabriel Henewal. Project,
TEX A-102, will be available to and serve all persons without regard to
race, color, or national origin.
The City further agrees 'to cooperate with the Agency'lln all reasonable
respects to such extent as may be necessary and required il,n order to bring the
South San Gabriel Urban Renewal Project TEE H-102 to fines ll and successful com-
pletion.
The City agrees to zone and re -zone the property will the project
area and to accept dedication of the streets so offered t( the said City,
and being within the Project area and to accept easements o offered to
the said City by the Urban Renewal Agency, within the pro,q�ct area.
IN WITNESS WHEREOF, the City and the Agency have cau., d these presents
to be executed by the Mayor and the Chairman, respectively, and has caused
