HomeMy WebLinkAboutORD 77-10 - Vehicular & Pedestrian TrafficAN ORDINANCE CONTROLLING AND EXPEDITING THE FLOW OF VEHICULAR AND PEDESTRIAN TRAFFIC, AND AUTHORIZING THE CHIEF OF POLICE TO DE- TERMINE AND DESIGNATE TIIE LOCATIONS OF ZONES, ROUTES, MRAFFIC CONTROL DEVICES, SIGNS, SIGNALS, AND MARKINGS NECESSARY TO CONTROL AND EXPEDITE THE FLOW OF TRAFFIC WHEREAS, the control of the conjestion of traffic, the frequency of passage of vehicles or pedestrians, or both, the direction and volume of the flow of traffic, the dimensions and conditions of the streets and sidewalks, is necessary for the free flow and the expeditious handling of traffic and the safety of persons and property; Now THEREFORE', BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOIVN, TEXAS; SECTION 1. DUTIES AND AUTHORITY OF THE CHIEF OF POLICE Whenever and wherever the Chief of Police finds it to be necessary for the free flow and expeditious handling of traffic, and the safety of per- sons and property, the Chief of Police is authorized to: (1) Designate and maintain crosswalks. (2) bark lanes for traffic and parking stalls on the streets of the city. (3) Designate routes directing traffic near public or private schohls, parks, and public buildings. (4) Designate areas on the streets of the city which shall not be used as spaces for the parking of vehicles. (5) Designate areas on the streets of the city where angle parking may be permitted. (6) Designate intersections of streets at which drivers operat- -.' aingovehibleg.40proa6hing the intersection on one or more of the intersecting streets must bring such vehicle to a complete stop before proceeding intossuchiiritersettion. (7) Determine and allocate unmetered parking time limits on streets and portions of streets, and on parking lots and portions of parking lots owned by the city. (S) Designate intersections, the crossing of which shall be controlled by red, green and amber lights and arrows, and to determine the type of such lights or traffic control devices to be installed at each intersection. (9) Designate the routes which shall be followed by trucks or commercial vehicles, in using the streets of the city; provided that no such vehicle shall be prohibited from using any street for the purpose of going directly to or from any residential, commercial or industrial establishment abutting on such street for the purpose of delivering or picking up materials. (10) Designate intersections of streets at which drivers operating vehicles on one or more of the intersecting streets shall yield the right -of -Nay to any pedestrian legally crossing the designated roadway and to any vehicle in the intersection or approaching the intersection on another street so closely as to constitute an immediate hazard. 77-10 1q77 ( (11) Designate and mark appropriately those traffic lanes on multi- laned:streets to be used only by vehicles engaged in left -turn movements. (12) Designate the location of loading zones. (12) Designate areas upon public streets and in public parks to be used as bicycle lanes and paths and, prohibit the use of areas so designated by other vehicles. (14) Designate certain streets or alleys or portions thereof for one way traffic only. (15) Designate areas to be used for the parking of vehicles in public parks, public playgrounds and off-street parking lots which are owned, operated or maintained by the city. (16) Determine locations for the prohibition of right turns on red signals at intersections controlled by traffic -control devices and also the prohibition of left turns on red signals at inter- sections which are of two one-way streets and are controlled by traffic -control devices so long as such left turns would be otherwise permissible by direction of the traffic flow upon the streets, (17) Designate locations where right or left turns are prohibited. (18) Determine the location of tow away zones in areas where vehicle parking is prohibited. ESTABLISiiMENT OF OFFICIAL TRAFFIC CONTROL DEVICES The Chief of Police shall determine the type and location of all official traffic -control devices ;in accordance with the most recent edition of the "Manual on uniform Traffic Control Devices for Streets and Highways", as published by the Federal Highway Administration, except where such manual is in conflict with state law. It shall be unlawful for any person to violate the regulation imposed.by any lawfully posted traffic -control device, whether or not posted in accordance with such manual. Probf of the fact that any traffic -control device, sign, signal, or marking was actually in place at any location in the city shall constitute prima facie evidence that the same was installed under the authority of law.
