Meeting called to order at 3:33 P.M. Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found at the Board meeting. Clearly print your name, the letter of the item on which you wish to speak, and present it to the Staff Liaison, preferably prior to the start of the meeting. A Maureen Griffin regarding potential changes to the residential lawn standards Griffin did not address the UDC Advisory Committee. She was absent. Legislative Regular Agenda B Continued from the April 10, 2019 meeting: Discussion and possible action establishing the regular meeting date, time and place of the Unified Development Code (UDC) Advisory Committee for 2019/20 -- Andreina Dávila-Quintero, AICP, Current Planning Manager. Dávila-Quintero provided an explanation of meeting frequency, location, and provided guidance for Committee members. Motion by Wirth, second by Wanke, to keep the UDC Advisory Committee meeting schedule for the second Wednesday of the month at 3:30 P.M. at City Hall. Second by Dubcak. Motion passed 6-0. UDC Advisory Committee 2 May 8, 2019 C Consideration and possible action to approve the minutes of the March 18, 2019 special meeting, and April 10, 2019 regular meeting of the Unified Development Code Advisory Committee -- Andreina Dávila-Quintero, AICP, Current Planning Manager. Motion to approve the March 18 meeting minutes as written, except for the April 10 meeting minutes, by Philpott. Correction to be made: remove Tim Bargainer under absent members. Second by Robinson. Motion passed 6-0. D Public Hearing and possible action on proposed amendments to Chapter 7, Non-residential Development Standards and Chapter 8 Tree Preservation, Landscaping, and Fencing of the Unified Development Code relative to setbacks and bufferyards when non-residential development is located adjacent to single family development in the ETJ -- Sofia Nelson, CNU-A, Planning Director Staff report presented by Nelson. On February 26, 2019, the City Council directed staff to review the minimum setback and bufferyard requirements when non-residential development is adjacent to residential development in the extraterritorial jurisdiction (ETJ) as part of the current UDC Annual Review process. The purpose of this amendment is to provide the same level of separation, buffering and screening to single-family homes in the ETJ when non-residential development is adjacent to residential in the city limits. Vice-Chair Dubcak opened the Public Hearing with no speakers coming forth, and then closed the Public Hearing. Motion by Wanke, second by Wirth, to approve the proposed amendments. Question by Garner seeking clarification on the bufferyard level required chart. Nelson provided explanation of the chart and requirements. Motion approved 6-0. Approved. E Discussion and possible direction on amendments to Chapter 5, Zoning Use Regulations, of the Unified Development Code (UDC) -- Andreina Dávila-Quintero, AICP, Current Planning Manager. Staff report presented by Dávila-Quintero. The purpose of this item is to initiate discussion with the UDC Advisory Committee on specific uses that need further review and consideration. Specific uses that have been identified for consideration include but are not limited to: self-service machines (i.e. ice machines), storage yards, contractor services (limited and general), office warehouse, office, uses in a gateway overlay district. Staff request feedback from Committee members on permitted use and limitations. Vice-Chair Dubcak recommended an email with helpful links and information be sent out to Committee members for review and consideration. Dávila-Quintero answered questions from Committee members and provided clarification related to gateways, and comparisons of requirements for other cities. UDC Advisory Committee 3 May 8, 2019 There was discussion and questions related to the specific uses identified for consideration (self- service machines, storage yards, contractor services, office warehouses). Dávila-Quintero answered Committee member questions and provided clarification on descriptions, standards, zoning. Committee members would like staff to conduct further research and present findings at the next meeting for review. F Discussion and possible direction on potential future changes to Section 8.07, Fence Standards, of the Unified Development Code -- Andreina Dávila-Quintero, AICP, Current Planning Manager. Staff reports presented by Dávila-Quintero. At the April 10, 2019 regular meeting, the Unified Development Code (UDC) Advisory Committee heard concerns from a property owner regarding the City's current fence standards. Specifically, the lack of requirements for flat top fencing for new construction, especially in high traffic areas. Within the city limits, allowed fence materials include wood, stone, rock, brick, decorative wrought iron, chain link, welded wire or other similar materials of comparable aesthetic and durability. The Director or Building Official may consider other materials during permit review such as vinyl, PVC, or other rot resistant alternatives. Allowed materials may be restricted in certain circumstances, per the provisions of the UDC, and are allowed by right in all other instances. Materials such as barbed wire, razor wire and electric fencing are only allowed with the limitations specified in the UDC. Prohibited materials include products manufactured for other uses and not originally intended to be permanent fencing are prohib ited. Some examples of prohibited material include but are not limited to: plywood, paper, plastic, fiberglass panels, chicken wire, fabric, or sheet, roll or corrugated metals. Other fence standards include height and location limitations, which vary on the use of the property (residential and non- residential). There was discussion among the Committee members related to fence standards and safety. Dávila-Quintero explained that changes and feedback by Committee members for this item can be placed on the agenda for the following year’s UDC changes. Committee members agreed to place this item for discussion and changes for next year’s agenda. G Update on the 2018/19 UDC Annual Review Plan, Schedule and Next Steps -- Andreina Dávila- Quintero, AICP, Current Planning Manager. Dávila-Quintero presented the staff report. The purpose of this item is to provide an update on the UDC Annual Review Plan, tentative schedule and next steps. In addition, City Staff and members of the UDCAC will discuss the tasks identified at the previous meeting, as well as new tasks to be completed for the next meeting. Feedback and information received on each task will be incorporated when related UDC topics are scheduled and presented for discussion.
