The City of Georgetown Commission on Aging met on October 21, 2019 at 6:00 p.m. at the Public Safety
Facility, located at 3500 DB Wood Road, Georgetown, TX 78633.

A. Call to Order — Acting Chair, George Lourigan, called the meeting to order at 6:02 p.m.
Commission members George Lourigan, Terri Michelle, Kathleen Hopkins, Susan Wells, Sharon
Covey and Cass Wheeler were present, with Ginny Hahn and Jerry Nicklen absent, thus
constituting a quorum (one position remaining vacant). Also present was Linda White,
Administrative Assistant, Staff Liaison support to the Commission, and Fire Chief John Sullivan,
Staff Support to the Commission.
B. Introduction of current and newly appointed Board member — newly appointed member, Cass
Wheeler, was introduced to the Commission.
Legislative Regular Agenda
C. Consideration and possible action to approve minutes of the meeting held on September 16,
2019 — George Lourigan, Acting Chair. Cass Wheeler made a motion to approve the minutes from
the meeting held on September 16, 2019. Kathleen Hopkins seconded the motion, which the
Commission was unanimous in approving the August 19, 2019 minutes. (6-0).
D. Presentation and discussion regarding the draft Bicycle master Plan for the City of
Georgetown — Ray Miller, Acting Director of the Public Works Department, City of Georgetown.
Mr. Miller gave a power point presentation explaining that the proposed bicycle system includes
several types of bicycle facilities including bike lanes on streets, buffered bike lanes, off-street
paths, and pavement markings or signs to indicate dual use of roads for vehicles and bicycles. Mr.
Miller also explained that the plan included loops to provide circulation around the city, central
east -west and north -south corridors, and bicycle enhancements to the downtown Square area. The
plan makes recommendations such as locations for bicycle racks, roadway adjustment, activities,
signs, maps, and educational efforts to help safely integrate bicyclists into the transportation
network. Discussion occurred.

E. A Review of Emergency Medical Services in Georgetown — Jenna McGurk, Quality
Improvement/Compliance Coordinator, Georgetown Fire Services. Jenna gave an overview of the
emergency medical services provided in Georgetown while focusing on the utilization of
Georgetown's Fire Department medical services by Georgetown's 55+ age group in the
community. Discussion occurred.
F. Discussion and distribution of information pertaining to a survey to gather public sentiment
about the design of the building of a new public parking garage in downtown Georgetown.
Information was distributed explaining from the parking study conducted in 2015, the City plans
to build a 200-space parking garage, set to start in 2020. Currently the City is seeking input through
a public survey on the design and appearance of the downtown parking garage. The survey also
seeks input on preferences for project elements such as landscaping, public art, and the fagade
materials for the garage. The Commission was encouraged to access the online survey and
participate with their responses. The survey is open through October 30". Discussion occurred.
G. Discussion on possible future Priority Initiatives. Discussion occurred.
H. Discussion of future agendas and priorities — George Lourigan, Acting Chair. Patrick Lloyd,
Community Resource Coordinator, who partners with area nonprofit organization to serve seniors,
residents with limited mobility, and low income families to guide residents to needed services will
present at the November meeting. Discussion occurred.
Adjournment
The next Commission meeting will be Monday, November 18, 2019 at 6:00 p.m., at the Public Safety
Facility, 3500 DB Wood Road, Georgetown, Texas.
The meeting adjourned at 7:43 p.m. on a motion by Terri Michelle, seconded by Kathleen Hopkins, which
the Board approved unanimously. (6-0)

Good Morning April,
I am the staff liaison to the Commission on Aging. We meet the third Monday evening, of each month
(except for January since that is always Martin Luther King Jr. holiday and government offices are
closed), 6-8 p.m., at the Fire/Police on DB Wood.
Each month the Commission discusses who they would like to invite to present/discuss at their
meetings. Last month they mentioned since so many of the senior residents enjoy having a pet, it would
be beneficial if we had a presenter to speak about caring for pets. This way they learn and then be able
to help seniors they come in contact with (some are realtors, some work with seniors).
I want to ask you to ponder this thought and hopefully work with me on you/any of your staff to come
some evening and share with the Commission. I will leave it up to you as to which month you would
prefer, if you accept our invitation. Just stay in touch with me on what you are thinking.

City seeks feedback on draft Bicycle Master Plan
An initial draft of a Bicycle Master Plan for Georgetown was presented to City Council at
a workshop session on Tuesday. The plan presents a blueprint for future transportation
projects or educational efforts to support a safe and well-connected bicycle network in
Georgetown.
The proposed bicycle system in the plan includes several types of bicycle facilities
including bike lanes on streets, buffered bike lanes, off-street paths, and pavement
markings or signs to indicate dual use of roads for vehicles and bicycles. Key
opportunities in the plan include connections across 1-35 and University Avenue, three
bicycle loops to provide circulation around the city, central east -west and north -south
corridors, and bicycle enhancements to the downtown Square area. The plan also
makes recommendations such as locations for bicycle racks, roadway adjustments,
activities, signs, maps, and educational efforts to help safely integrate bicyclists into the
transportation network.
The draft plan includes findings from surveys conducted in 2016, open house meetings
and a survey in 2018, an assessment of current bicycle infrastructure and zoning
factors, a proposed bicycle system plan, and a set of top 10 priority projects.
The draft Bicycle Master Plan was developed by graduate students at The University of
Texas at Austin School of Architecture with assistance and guidance from City staff as
well as other agencies.
A number of City boards and commissions will review and provide feedback on the draft
plan, which is scheduled for adoption by ordinance by the City Council in November and
December. In addition, there will be a public open house on the draft Bicycle Master
Plan at 6 p.m. on Oct. 23 at the Georgetown Public Library, 402 W. Eighth Street.
The full draft Bicycle Master Plan document, as well as details and updates on board
and commission meetings, is posted at transportation.georgetown.org/bike-plan.

from 6 to 8 p.m. on Oct. 23 at the Georgetown Public Library, 402 W. Eighth St. The
open house is a come -and -go format at which attendees can view the proposed bicycle
network and talk with City staff. The draft Bicycle Master Plan presents a blueprint for

Bicycle Master Plan in Georgetown
the City of Georgetown is considering a new multi -million dollar bike master plan.
GEORGETOWN, Texas - The roadways in Georgetown are dominated by
automobiles, but a new Bicycle Master Plan could change that.
City transportation coordinator Ray Miller is going around town getting feedback
from groups.
Friday he was in Sun City. "And I think we can develop a bicycle -friendly
community," said Miller.
The idea is to build a network of loops in the north, central and southern parts of
Georgetown. Some areas would have shared lanes, others with protective buffers or
dedicated bike paths. "And it's all about providing that safe route and that
connectivity," said Miller.
Southwestern University is one of several critical areas being targeted for improved
access.
Others include getting over SH-130 to Eastview High School, as well as better access
across I-35 and a bike bridge on Austin Avenue over the San Gabriel River. The plan
would add 51 miles to existing bike lanes for a total of 81 miles. "I think we can
become a role model," said Leanne Smith with the Sun City Cyclists.
Smith believes for the plan to work, recreation should not be the main focus. "When I
first saw it I don't think, this was it, is the answer, but what I saw is at least looking at
ways of connectivity to where we can actually get Cyclist safely to commercial
facilities, schools, recreational places, and give us enough mileage to where we're
getting a good workout and enjoying the hill country of Texas," said Smith.

southeast side of town.

It's estimated build -out of the entire plan could be done for less than $20 million,
according to Miller. The use of crushed granite with fewer paved paths would keep
costs down which is not a popular idea with road riders. "A lot of this will be will
have to be part of our current transportation improvement plan, programs, as we do
new projects, as we do new maintenance, adding these features in, and if where we
can add these features in. So it seems like a big heavy price tag but it's not a big price
tag because it will roll it into other projects," said Miller.

Downtown Parking Garage Survey
The City of Georgetown is planning to build a public parking garage at the southeast
corner of Main and Sixth streets on the site of an existing City parking lot. The site was
selected to address the limited public parking and growing retail development on the
northeast side of downtown, to provide an alternative to on -street parking on residential
streets in this area, and to fit the $5 million budget for the project.
Based on demand identified in the parking study conducted in 2015, the City plans to
build a 200-space parking garage, which is a net increase of 150 additional spaces, at
the Main and Sixth street location. Construction on the project is set to start in 2020.
The City is seeking input through a public survey on the design and appearance of the
downtown parking garage. The survey also seeks input on preferences for project
elements such as landscaping, public art, and the facade materials for the garage. The
online survey is open through Oct. 30.

to a news release.
