Housing Rehabilitation Committee, 4-21-93

The meeting was called to order at 6:40 p.m. The minutes from
September 23, 1992 were read aloud and approved 3-0. There were
no citizens present to address the committee.
The committee discussed approval of housing applications from
Betty Armendariz and Margarita Silva. Diana Hill motioned that
they be approved. It was seconded by Charles Miller and approved
3-0.
The committee then discussed the remaining housing applications
from Georgia Malone, Charles Baily and Lucille Mosee. Ms.
Malone's property is suitable for rehabilitation, but will
require significantly more than $12,500 work. Mr. Baily and Ms.
Mosee's property are not suitable for rehabilitation and will
have to be razed and replaced. The cost of these projects will
also significantly exceed $12,500.
Mr. Miller suggested that the committee grant only $12,500 to
these applicants in order to remain consistent with the amount
awarded to other applicants. Ms. Hill and Mr. Rodriguez
suggested that Baily and Mosee should be granted more rehab.
funds because their property must be replaced. The committee
agreed that the spirit of the program would allow for more money
being granted to the applicants, but wanted to remain consistent.
They then agreed that the cases should be considered separately
since one project is a rehabilitation job and two are
reconstruction. The committee considered the items as follows:
(1)Ms. Malone's rehabilitation
(2)Mr. Baily and Ms. Mosee's reconstruction.
Charles Miller motioned to award up to $12,500 in rehabilitation
funds to Ms. Malone, with the remaining costs being absorbed by
her. It was seconded by Dionisio Rodriguez and approved 3-0.
Diana Hill motioned that Mr. Baily and Ms. Mosee be granted up to
$16,000 in rehabilitation funds for new construction with the
remaining costs being absorbed by the applicants. It was
seconded by Dionisio Rodriguez and approved 2-1 with Charles
Miller voting against.
It was motioned by Diana Hill to charge city staff with selecting
the most suitable new home construction for Mr. Baily and Ms.
Mosee including standard construction, prefabricated housing or
HUD approved mobile homes. It was seconded by Dionisio Rodriguez
and approved 3-0.
The meeting was adjourned at 8:05 p.m.
