December 4, 1990 O 12:10p.m. Present: Nancy Snead (presiding), Pfancy Benold, Marcus Pritchett, Jean-Marie fvlendez, Marjorie Youngman, Robert Horrick, MaryBeth Huba, Judi Shanklin, Amelia Washington (arrived late), & MaryPat McLaughlin 1. The minutes of the Nov.6,'90 meeting were approved as submitted (MB Huba moved, J.Shanklin 2nd). 2. It was noted that our CD's (approximately $65,000) are currently invested in Bank CD's. However, the local brokerage houses (especially Edward Jones) have better rates on CD's than the Banks. Also, there is only one actual local Bank left in town. Finally, although Certified (:_urgently has the best rates, it is currently under Governm(?nt control. Therefore the following m(-jti(,)n was �,ppgoved by the Board (moved by J.Mendez, J.Shanklin 2nd) { "The Tr-easurer has the authority to reinvest in CD's with up to a 1-year term. Discretion should be used in reinvesting the funds as to rate, etc. However, the Board must be notified at least at the meeting prior to the CD renewal date that the funds will be available if the Board is contemplating using the funds." Note: A.Washington arrived a 12:2`,5 3. It has been discovered that (,he "Friends" organization has actually been using the Boards Federal Identification Number. They currently have two accour7ts totaling almost $3,000. One account ($2,500) is an IBM grant. for- computer- use only. The following motion was approved by the Board (moved by J.Mendez, MB Huba 2nd): "The Board will retain control of the IBM grant money. Marcus has not re -applied, and Nancy & Marjorie are not eligible to reapply. The new Board members should be reappointed by the City Council this month.;' As the first Tuesday in Januacy is New Year's Day, the next Board meeting will be Tuesday, January 8,'91 at 12:00 noon. Marcus has offered to host this meeting at Berry Creek Country Club for incoming & out -going Board members (as well as current Board members). 5. It was noted by MaryPat that our current Encyclopedia is at least five years old. It was also noted that our books -on -tapes has received a great response; 65 tapes circulated the first two weeks, and two additional gifts were made ($50 & $15) for the acquisition of additional tapes. Therefore the Board approved the purchase of a new Encyclopedia Americana (s895) and the purchase of additional books -on -tapes ($100). (Moved by J.Mendez, R.Horrir_k 2nd) 6. Results from the Collection Development survey were distributed. There were 350 responses (13 from the newspaper). A few items of note: 33% indicated they use the fiction materials, which is close to the actual circulation data (25%); 36% had come to the Library to return a gook, and 98% found wheat they were looking for; 67% needed staff assistance, and 99% indicated staff was helpful; 93% of the patrons drive to the library; 59% of the patrons are age 25 to 54, but only 11A under 17 (we thought this may reflect the fact that children either don't complete questionnaires, or - that their parents completed it instead, as actual circualtion data indicates the Library is used 04% by children); 91% indicated the Library hours are convenient; 30% wanted to see more popular books in the Library, and 23% wo"Id like videos (informational). Finally, it was noted that only 3% of the patrons wanted business materials, and actual c:ir••cualtion data concurrs. As these materials are expensive and Southwestern University has them in their Library, we should only develope PC utilization materials and basic business materials. Note: R.Horrick left a 12:55. 7. A draft of a Collection Development policy was distributed which is parallel to the survey results: 20% Independent Learning Center, 25% Popular Materials, 25%, Children's area, 20% Reference, and 10% Other- to balance the resources. Note: A.Washington & J.Shanklin left @ 1:10. r GE,ORGETOWN PUBLIC LIBRARY BOARD, page three December 4, 1990 9. 25 people attended the Friends reorganization meeting. A Board was appointed: Tommy Spence, Tommy Miles, Cathalee Holman, & Linda Miegs. They have requested a copy of the By-laws from the Comptroller, but are also working on a revised set of Bylaws. The first meeting will be in January, and meetings will tie held the 2nd Monday of the month @ 7:30p.m. in the L'�brary, although the frequency of the meetings has not yet been determined. The Friends will provide a volunteer pool available to the Library., fund-raising, hospitality, childrerl's groups, special programs, and public relations. 9. The landscaping is not done yet, therefore there was no report. 10. The City Attorney has not yet reviewed the Art policy, so no action could be taken. MaryPat and other library employees are attending Customer Service seminars sponsored by the City. The Optimist Club provided us with pictures of the children's program. The reciprocal Borrowing agreement between Georgetown & Round Rock Libraries is on the City Council agenda for Dec.11, and on R.R.'s Council agenda for Dec.13. The cover sheet provided to the Council was distributed to the Board. Items to note: all patrons will pay the applicable fines, etc. of the Library being used; additional grant funding may be obtained; & this is the first such agreement in central Texas. The second paragraph under Financial Impact was amended to read as follows: "Long range financial consideratin is related to possible grant funding of ,joint projects. Since the Texas State Library emphasis is on shared resources, such an agreement would be necessary for such funding." The Society for the Preservation of the Gentle Art of Reading Aloud is doing a Christmas reading in the Library on December 11 @ 7:30p.m. The meeting was adjourned at 1:.30.
