HomeMy WebLinkAboutMinutes_LAB_04.03.1990"COMMUNITY OF OPPORTUNITY" GEORGETOWN PUBLIC LIBRARY Library Board Meeting: April 03, 1990, 12:00 noon Present:Nancy Snead, Nancy Benold, MaryBeth Huba, Jean-Marie Mendez, Marcus Pritchett, Judi Shanklin, Amelia Washington, Marjorie Youngman, Judy Duer, Hartley Sappington, & Robert Horrick (arrived late). Old Business: 1. The minutes of the Feb.6,'90 Board meeting were approved (moved by M.Pritchett, 2nd by MB. Huba). Also, the memo on the Mar.9,'90 meeting was distributed. 2. Barbara Prichett ( Heritage Society), Louise White (Heritage Society & Embroidery Gild), Judd & Louise Carter (S.W. Univ. Mood Heritage Museum) made a presentation of the embroidery to the Library Board. They gave us a profile of Lillian Peavy, the artist, & of the art work (Life of Christ, Noah's Ark, & Circus). They will be displayed in the children's room of the Library. We need an appraisal (Louise White to obtain) for insurance purposes. L.White estimates the value of the art work at $10,000 to $15,000 each. 3. The evaluation of the library director (J.Duer) was approved and given to H.Sappington. 4. All bids for the courtyard landscaping have been received, and Clear Springs is the lowest bid. The Men's Club has tabled their motion to contribute to the Library landscaping, but will reconsider the motion to contribute $350 later in this week. Also, the security equipment is not yet installed. Therefore we tabled any further discussion until we hear from the Men's Club, & until the security equipment is installed. (moved by M.Pritchett, 2nd by N.Snead). Also, the Boy Scouts may also volunteer to help work on the landscaping. The interest rates at the various local banks'are currently as follows: Certified Savings, 8.25% for 6 mos.; Citizens Bank, 7.35% for 6 mos., or 7.40'% for 12 mos.; First National Bank, 8.25'% for 6 mos., or 8.35% for 12 mos. Certified must be contacted by Apr.4, as the CD currently there is maturing. It was noted that we currently also have $6,700 in a savings account for our projects. Although Certified & First National have similar rates, we believe we should use the highest rate available. Therefore we approved the transfer- of the CD to First National a 8.35 for 12 mos. moved by J.Mendez, 2nd by M.Youngman) New Business: Private session --------------- Judy Duer announced that ,as her husband has obtained a job in Brazos County (Bryan/College Station), they will be moving, and therefore she must resign as Library Director. She should be able to stay until the end May. The Library Board, & H.Sappington, will review & interview potential replacements, and then recommend three to the City Council for the final decision. Judy will help in the recruitment & training of her replacement, & Peg will be the "leader" in the transition with the employees. Note: Hartley Sappington left after this session. Robert Horrick arrived after this session. 6.Mike Lauer (City of Georgetown employee/Taylor resident) gave the Board a presentation regarding the waiver of card fees for city employees. He presented it as an employee benefit. There was no information available as to the policy of other City's. He did not know whether any non-resident city employees were currently paying the non-resident fee, although it was considered this would be a minimal loss of revenue. However, it was felt that this may set a precedent for other special interest groups. Therefore the Board decided not to place the proposal before City Council, & therefore to remain consistent with our current non-resident policy. (moved by M.Pritchett, 2nd by M.Youngman) Note: Nancy Benold left after this presentation. 7. Peg will run the Mayfair booth this year. 8. Of the $12,000 available from the gifts & memorials fund, $2,000 should be spent this year. J.Duer recommended the following books, although this does not complete this years purchases: America the Beautiful; Ulrich's International Periodicals: & Texas Register. Also, J.Duer obtained two bids for the shelving: DCA, $2,559.20; & RJ Shepard, $2,699.80. It was noted that is a small difference, and that we had efficiency problems last time,'we delt with DCA. The the Board approved the purchase of shelving from RJ Shepard.(R.Horrick moved, 2nd by N.Snead). Judy will also acquire a display for the phamplets. Library Board Meeting, Apr.6: page 3 9. The chiropractors that had requested use of the meeting room for a clinic would now like to charge a fee for the clinic, and then contribute the amount received to the Library. They feel their clientele will take a clinic more seriously if they have to pay for it. Although they would contribute the proceeds to the Library, we felt this would set a precedent for other groups wishing to charge a fee, which is against the current rules of use of the room. Therefore we will not consider the proposal, but will abide by the current policy. 10. We reviewed the Library Services Director's Monthly Report, and especially took note that the American Flag was stolen. R.Horrick will ask the Seratoma Club if they could contribute another flag to us. It was also noted that the "Library Notes" newsletter will be sent to City Council members.
