HomeMy WebLinkAboutMinutes_GVPID_03.09.2020City of Georgetown, Texas Georgetown Village Public Improvement District Advisory Board Meeting Minutes Monday, March 9, 2020 at 6:00 p.m. West Side Service Center located at 5501 Williams Dr. Georgetown, TX 78633 Board Members Present: Marlene McMichael, Chair; Marsi Liddell, Vice Chair; Cara McKinney, Secretary; Gary Newman; Michael Charles; Penny Evans; Steve Taylor Board Members Absent: Jonathan Sorber, Melinda Marler Staff Members Present: Wayne Reed, Assistant City Manager; Ray Miller; Public Works Director; Paul Diaz, Budget Manager; Dave Melaas, Project Manager; Sherry Walsh, Liaison; Tina Davis, Board Liaison Staff Members Absent: None Regular Session (This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order - called to order by Chair 6:00 PM. B. Pledge of Allegiance - McMichael lead everyone in reciting the Pledge of Allegiance. C. Introduction of new Board Members and Visitors - McMichael introduced Board members. D. Review Board/Meeting Procedures - Davis presented handouts consisting of the Board Bylaws, purpose of the Board, meeting procedures, attendance policy, gave a brief description of what is expected at each meeting, introduced the future Board Liaison, Sherry Walsh. Davis will be the Water Utility Board Liaison. E. Staff Update/s -"Status of Master Developers completion of obligations" and any staff updates, Wayne Reed- Reed followed up from a previous meeting late last year to answer "when will a Developer roll off of the Board"? Staff met in January to access as the Master Developer completes all agreements in the neighborhood to include the selling of lots and completion of retention facilities. Expect sometime this year. At completion, in addition to replacing the Developer, Board will look at the Bylaws to see if there are any other changes the Board would like to make so Council can approve replacement of Developer and any Bylaw changes. Newman questioned if Staff checked to see if the greenbelts and the water quality pond on section 9 were deeded over to the City of Georgetown. Reed will verify and update Board at a future meeting. Charles ask if any properties to be taken over by the City would slow things down and would the City have any leeway on when the properties could be taken over. Reed clarified what is holding up the Board proposition is there are still lots and at least one retention pond needing improvement that need to be conveyed to the City Georgetown Village PID Page 1 of 3 March 9, 2020 of Georgetown. Charles question how many properties are left. Newman answered 3 or 4. Discussion on lots to be conveyed over to the City of Georgetown. Miller provided an update to the Board on tree removal. 10 letters were mailed to homeowners whose tree location posed a safety hazard. Miller received letters from 6 residents in opposition on the removal of the tree adjacent to their home. No response from some residents. Further discussion with staff and traffic Engineers, Miller recommends not removing the trees. Will bring item back next month for formal action. McMichael asked if the trees could be trimmed in a way to eliminate the safety hazard. Miller states they will proceed to trim the trees that can be trimmed. McMichael asked to document at the next meeting, tree removals are not a safety hazard. Charles asked to make it clear that it is the City's recommendation to not remove the trees. Newman asked for clarification on the number of trees have were in the plans to be removed. Miller answered 10 trees. No further discussion. F. Georgetown Village Public Improvement monthly financial report for the month of February 2020 - Paul Diaz - Diaz reports 97% revenue on property tax collected and over budget on allocated interest for combined total of 98% revenue. YTD spending is 16%. After CIP roll forward amendment that went to Council in January, GVPID had a capital budget of just under $675K with a prior year encumbrance of last years money of $28K, with $32K spent so far. GVPID is well under budget. Accounting is working with outside auditor Weaver and Associate on last audit. Finalized numbers will be presented to Board later. Charles asked for an explanation on calculation of budget amount of $452,210. Diaz gave explanation of how amount is calculated and verified that it is public record. G. Park Improvement Update - Melaas states Planning & Zoning approved all of the park improvements. Project is scheduled to advertise March 15th and 22na, will go to pre -bid around March 24t", scheduled for bid opening March 315t. Plan to bring recommendation to Board on April 13th and to Council April 28th provided everything is in budget. Looking to begin construction end of May, 15t of June. McMichael asked if the timeline is good for planting. Melaas answered: the timeline for planting is good since there is irrigation. McMichael asked if there is a timeline on the sidewalks along Shell Road. Miller said he would check and update the Board at a future meeting but did not believe it was part of the timeline being talked about. Liddell and McMichael would like Eric Nuner to meet with the Sub -Committee to review the bids and look at alternatives before the project comes back to the GVPID Board on April 131h. Melaas said he would let Nuner know the Sub -Committees request. Legislative Regular Agenda H. Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Board Meeting. Clearly print your name and the letter of the item on which you wish to speak and present it to the Staff Liaison, prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Georgetown Village PID Page 2 of 3 March 9, 2020 On a subject not posted on the agenda: Persons may add an item to a future Regular scheduled Board agenda by filing a written request with the Staff Liaison no later than one week prior to the Board meeting. The request must include the speaker's name and the specific topic to be addressed with sufficient information to inform the Board and the Public. Only those persons who have submitted a timely request will be allowed to speak. Brian Ortego, signed up to speak before the meeting started. He spoke with Miller before the meeting began and no long needed to speak on tree trimming/removal. Nomination and Election of GVPID Vice Chair - Marlene McMichael - Motion by Charles to nominate Liddell as Vice Chair, seconded Steve Taylor - Approved 5-0-0 J. Nomination and Election of GVPID Secretary - Marlene McMichael -Motion by Liddell to nominate Cara McKinney as Secretary, seconded by Charles - Approved 5-0-0 K. Consideration and possible action to review and approve the date, time and location of the meetings this year to second Monday each month at 6:00 PM at the Public Safety Training Building in training room C. Motion by Liddell to approve time, date and location, seconded by McKinney - Approved 5-0-0 L. Consideration and possible action to approve the Minutes of the regular meeting January 13, 2020 - Charles asked if staff was able to produce a map of properties that have not been conveyed. Wayne answered saying he has not yet finished it. Motion to approve minutes by Newman, seconded by Taylor. Approved 5-0-0 Adjournment Motion to adjourn by McMichael.
