January 7, 2020
The Library Advisory Board met on Tuesday, January 7, 2020 at 6:00 p.m, in the staff conference room of
the Georgetown Public Library, 402 W. 8ch Street
MEMBERS IN ATTENDANCE: Lindsay Cooper, Susan Cooper, Michael Kelley, Richard Thielmann, Thom
Sinwell, and Linda Schaffer.
MEMBERS ABSENT: None.
STAFF IN ATTENDANCE: Eric Lashley — Library Director.
The meeting was called to order at 6:03 p.m. by Chair - Cooper.
Regular Agenda
A. Citizens wishing to address the Board. As of the deadline, no persons were signed up to speak
on items other than what was posted on the agenda. No action required.
B. Consideration and possible action to a rove the December 3 2019 Library Advisoiry Board
minutes. — Lindsay Cooper, Chair. Motion by Kelley; second by Sinwell to approve the
December 3, 2019 Library Advisory Board minutes. Approved 6-0.
C. Consideration of the Library Director's report. — Eric Lashley, Library Director. Lashley reviewed
monthly statistics with the board as provided in the agenda packet.
Lashley reported Kelley and Sinwell had reapplied for the Library Advisory Board and the City
received a number of good applications to replace Lindsay Cooper. Cooper's term of service on
the Library Advisory Board is expiring, so her last board meeting will be in February.
Lashley reported the December 13 Polar Express holiday party was a huge success as well the
Noon Year's Eve party. The Noon Year's Eve party was so successful, the Library actually had to
turn away some children due to a lack of space, He also noted the children's film screening of
Aladdin also drew a nice crowd on December 27.
Lashley listed a number of upcoming Library events: the World Cinema showing of Woman at
War, the art exhibit Tell Me a Story, the upcoming Hill Country Authors Series featuring
Elizabeth Crook, a Tween Zine event, a Super Smash Brothers video tournament, the annual
Stuffed Animal Sleepover, world music by Grupo Massa, and art displays by Craig Meurer:
Dynamic Birds of -Prey and Karen Limbaugh's Sharing My View of Nature photographs.
Lashley reported Linda Scarbrough had mentioned the upcoming Anne Frank exhibit at the
Library through our partnership with Congregation Havurah Shalom in her bi-monthly
Williamson County Sun column, He also noted the Library launched its Chromebook project in
which patrons can checkout Chromebooks to use within the Library for the day.
Lashley reported the parking lot across the street from the Library is progressing. Sinwell
announced the AARP Tax -Aide would begin tax assistance at the Library this year, following Jerry
Sensabaugh's resignation of lead tax assistance volunteer. Jerry served the public through
providing tax assistance at the library for the past 28 years.
Lashley noted there were two articles in the Williamson County Sun about Kalena Powell
receiving her Associates Degree from Austin Community College and the Sun City Cycle Club
taking over the maintenance of our bike share program.
Lashley read the patron comments from the library's suggestion box from December. No action
required.
D. Report on the WOW HD — home delivery van prolect. — Eric Lashley, Library Director. Lashley
reported the Friends of the Library would be presenting a ceremonial check to City Council at
the January 14th meeting at 6:00 p.m. The Friends raised approximately $82,000 and have
scheduled a ribbon cutting ceremony for Saturday, March 28 at 10 a.m. Lashley also reported
he is in discussions with the Community Association at Sun City to see if the Library could
partner with the Sun City Library so residents could pick up their reserves any day of the week
instead of only on Tuesdays when the bookmobile visits. No action required.
E. Report on Library's reorganization. — Eric Lashley, Library Director. Lashley shared a plan to
create two Senior Librarian positions to manage Adult Services and Outreach Services. He also
discussed creating a Circulation Supervisor position. Lashley noted Sally Miculek, Assistant
Library Director, currently supervises 11 staff members as well as the temp/on call staff. No
action required.
F. Consideration and possible action to approve letter to Council concerning future Library
budgets. — Lindsay Cooper, Board Chair. Kelley circulated a draft letter to the Board
(attachment). After discussion, the board made a few small edits. Motion by Thielmann;
second by Shaffer to approve the draft of the letter to Council concerning future Library
budgets. Approved 6-0.
Chair Cooper adjourned the meeting at 7:17 p.m.

Dear Mayor Ross; Mayor Pro Tern Nicholson; and Council Members Calixtro, Triggs, Fought, Pitts, Jonrowe,
and Gonzalez:
I am writing on behalf of the Library Advisory Board (Board) to offer our Board's recommendation that you
approve in the next City of Georgetown (City) budget a full-time library Circulation Supervisor position at the
Georgetown Public Library (Library). The library Circulation Supervisor position --which was requested but not
approved in the City's current budget --is needed to provide a Library leadership position to assist the Library
Director and Assistant Library Director with managing Library staffing, collections, programming, and services.
The Library currently only has two executive leaders to manage Library operations: a library director and a
library assistant director. These officials, as a result of large and ever-increasing demand for Library services,
need a circulation supervisor who works with and for them to oversee Library staff duty assignments, training,
and evaluations. Plus, now that the library director is also tasked with leading the City Convention & Visitors
Bureau, he and the Assistant Library Director more than ever need a circulation supervisor who can help them
to oversee Library operations and fulfill some of the Director's and Assistant Director's duties when these two
key leaders are away from the Library.
Thank you for your consideration of our Board's recommendation that you approve a library Circulation
Supervisor in the next City budget. We are honored to serve as members of the Board, appreciate your trust and
faith in us by appointing us to the Board, and offer you this letter as evidence that we take seriously our Board
responsibility to make recommendations to you that will help the Library best serve the needs of our the City
and its residents.

SUBJECT:
Presentation, discussion and possible action on the draft 2030 Comprehensive Plan Update. —Susan
Watkins, AICP, Housing Coordinator.
ITEM SUMMARY:
The 2030 Comprehensive Plan Update is nearing completion and staff is providing City of Georgetown
Boards and Commissions an opportunity to review the full draft plan, ask questions and possibly
recommend adoption to the City Council. The schedule for adoption of the update is below:
2/12 Open House - 4:30-7:00 PM at the Georgetown Public Library, 406 W. 8th St.
2/18 P&Z meeting - Public Hearing and Reconunendation
2I25 City Council - Public Hearing and Ist Reading
3/10 City Council - Public Hearing and 2nd Reading
At this meeting, staff will provide a short overview of the draft 2030 Comprehensive Plan Update including
goals and policies for Land Use, Williams Drive Gateway Plan, Gateways & Image Corridors, Housing
and the Implementation Plan. A dram of the 2030 Comprehensive Plan update's implementation plan, the
final part of the plan update, was presented to the Council in January. The implementation plan outlines
three major strategies:
Regulatory framework
Decision framework
Plans, programs and partnerships
Each strategy relates to the goals outlined in the 2030 Plan update, which were drafted using public input
from community surveys including the first On the Table, in which more than 1,400 people participated in
conversations to envision Georgetown's future and an accompanying online public survey taken by an
additional 1,460 people.

January Highlights
• The library was closed January 1 for New Year's Day and January 20 for Martin Luther King Jr. Day.
• Library staff interviewed 3 candidates in January for the vacant Reference Librarian position.
• Assistant Director Sally Miculek and Children's Services Librarian Bethni King attended ALA Midwinter in
Philadelphia, Pennsylvania January 24-28.
• Bookmobile services were re -configured after damage to the AC units on the roof occurred on the way to a
scheduled stop. Outreach staff acted quickly to minimize disruptions in service by borrowing the Visit
Georgetown van to continue with the schedule of stops.
• Recurring events for children/tweens/teens such as Storytimes, READ Dogs, Music with Mar, Teen Advisory
Board and Dungeons & Dragons continued this month. Other programs included:
o Read to a Mini -Pony! 3rd Saturdays at 10 a.m.
o Tween Zine Publishing on January 11
o Teen Super Smash Bros. Tournament on January 11
a Stuffed Animal Sleepover on January 31 & February 1: Mystery themed
• Recurring events for adults such as artist receptions, Games for Grown Ups/Adult Coloring Circle, Knitting
Club and Wired Wednesday continued this month. Other programs included:
o GPL World Cinema screened Women at War on January 8
o Live Music Sunday featuring Grupo Massa on January 19
a Adultish-Game Night on January 24
o Art exhibits:
• Waterloo Watercolor Group: Tell Me a Story... Art as Narrative, December 9-January 12 in
the upstairs galleries.
■ Helena Conti -Hatch: Art with Enthusiasm, January 15-February 22 in upstairs galleries.
■ Craig Meurer: Dynamic Birds of Prey. Photography from Multiple Continents, January 15-22
in the Cafe gallery.
