HomeMy WebLinkAboutMinutes_ANSAB_07.09.2020City of Georgetown Animal Shelter Advisory Board Meeting Minutes July 9, 2020 The Animal Shelter Advisory Board met virtually Thursday, July 9, 2020. Regular Session — To begin no earlier than 6:00pm. (This Regular Session may, at any time, be recessed to convene at Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551). The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Regular Session Members Present: Ned Atkins, Bart Bartleson, Monica Gaskamp, William Gregory, Laura Klein Plunkett Members Absent: Sarah Vigil Staff present: Jack Daly Meeting called to order at 6:04 PM by Monica Gaskamp 1. Presentation of operational impacts due to COVID-19— April Haughey (Board Liaison) a. Doors are again locked and appointments are being encouraged due to capacity limit of 4 people. b. Animal Control triaging calls by phone, meeting person -to -person as needed. c. As COVID cases increased, adoptions increased. Surrenders have decreased to a lower number than last June, although there are more people not being honest about surrender reasons. 2. Presentation of Animal Services statistics for June 2020 — April Haughey, Animal Services Manager (Board Liaison) a. 140 intakes and 2 quarantines for June. It's kitten season; lots of kittens in foster care. b. Adoption rate 32.3%, including 13 barn cats. R.T.O. rate down to 33.8%. Length of stay declined for dogs and cats. Euthanasia down to 4.2%; primarily illness -related cats. c. 392 ACO calls for June. Increased park/neighborhood patrols; 24 warnings and 60 violations issued. d. 13 intentional messages. e. 22 cats were provided spay/neuter services at the June clinic. 3. Presentation of kennel floor facilities project timeline — April Haughey, Animal Services Manager (Board Liaison) a. The kennel floor project will be presented to Council on 7/14; planned start date is 7/24. Estimated to take 4 weeks to complete. Publicity for "Clear the Shelter" month should help manage volume during the month. Dog adoptions will be only to pre -approved candidates which will limit public traffic in work area. 4. Presentation of proposed changes to Animal Control Officer job description and hiring process — April Haughey, Animal Services Manager (Board Liaison) a. April presented a more robust ACO job description, created by April and Angela Jones, ACO Supervisor. The enhanced, more comprehensive job description provides candidates with a realistic view of the functions, responsibilities, and requirements of the job, including applicable laws, administration of meds and euthanasia, decisions under pressure and physical scope of duties. The document is awaiting HR approval. 5. Presentation of online lost pet forms — April Haughey, Animal Services Manager (Board Liaison) a. April presented an online lost pet form will be available on the shelter website. Residents may fill out the online form which creates an email on submission. A photo of the missing animal may be attached. This will eliminate the current administrative burden of shelter staff manually entering the information for the resident. 6. Highlight of exceptional customer service and team work by ACO Jones — April Haughey, Animal Services Manager (Board Liaison) a. ACO Jones exemplified persistence, dedication and teamwork with park rangers and concerned members of the public to effect the rescue of a dog suffering from heat exhaustion on a hike with its owner at Cedar Breaks park. For the past three years a deer has been seen in Sun City with a trash can lid on her neck, but she evaded attempts to help her. ACO Torrez was successfully able to sedate her and finally remove the lid. Great work by both ACO Jones and ACO Torrez! 7. Consideration and possible action to approve minutes from June 2020 — Monica Gaskamp, Board Chair a. Motion to approve minutes, Bart Bartleson; seconded, Laura Klein Plunkett. Approved unanimously. With no further business or discussion, Laura Klein Plunkett made a motion to adjourn. Ned Atkins seconded. Meeting adjourned at 6:35 P.M.
