HomeMy WebLinkAboutMinutes_ANSAB_09.10.2020City of Georgetown Animal Shelter Advisory Board Meeting Minutes September 10, 2020 The Animal Shelter Advisory Board met virtually Thursday, September 10, 2020. Regular Session — To begin no earlier than 6:00pm. (This Regular Session may, at any time, be recessed to convene at Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551). The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Members Present: Ned Atkins, Bart Bartleson, William Gregory, Laura Klein Plunkett, Melissa Sheldon, Sarah Vigil Members Absent: None Staff present: Jack Daly Meeting called to order at 6:02 PM by Melissa Sheldon 1. Discussion on how this virtual conference will be conducted, to include options for public comments and how the public may address the Commission — April Haughey (Board Liaison) a. April detailed the ways the public can engage with the meeting, told members that roll call votes would be conducted, and instructed members to "raise their hand" to speak and to identify themselves first. 2. Introduction of new Board Member and Chair — April Haughey, Animal Services Manager (Board Liaison) a. Melissa Sheldon, new board member and chair, was introduced. 3. Presentation of Animal Services Statistics for July and August 2020 — April Haughey, Animal Services Manager (Board Liaison) a. Total intakes for July 120 and August 93; down from previous months. Cat intakes very high. At end of July cat intakes exceeded the total cat intakes for 2019. LY total of 542; TYTD 620. b. Surrenders by appointment still having positive effect on intakes as reflected in length of stay data. c. Maintaining high LRR, dog RTO and adoption percentages. d. Two open ACO positions have reduced neighborhood and park patrols. License violations YTD at 31 compared to only 1 LY. e. ACO Jones conducted a well -received Zoom Community Outreach Event. 4. Presentation of current status of open Animal Control Officer positions — April Haughey, Animal Services Manager (Board Liaison) a. Two open ACO positions generated 47 candidates. Preliminary interviews have been held and viable candidates have been determined. They will each participate in a 4-hour ride -along with ACO Jones as part of the new selection process. 5. Presentation of current facilities projects — April Haughey, Animal Services Manager (Board Liaison) a. The kennel flooring is complete. Volunteer dog walking gate installation is underway, with sidewalk completed. The main door in the outside wall will be replaced with a window. A mural on the outside of the shelter is being planned, with a call for art in October and estimated completion in March. b. On the list for 2021 are installing A/C in the kennel area and finalizing the rezoning in preparation for the kennel structure. 6. Presentation of proposed changes to Animal Ordinances —April Haughey, Animal Services Manager (Board Liaison) a. April presented slides detailing changes to streamline and better organize current ordinances and harmonize animal -related ordinances with surrounding communities. 7. Consideration and possible action to approve minutes from July 2020 — Melissa Sheldon, Board Chair a. Motion to approve minutes, Ned Atkins; seconded, Laura Klein Plunkett. After a roll call vote, minutes were approved unanimously. With no further business or discussion, Laura Klein Plunkett made a motion to adjourn. Bill Gregory seconded. Meeting adjourned at 6:43 P.M.
