Meeting Minutes
October 8, 2020
The Animal Shelter Advisory Board met virtually Thursday, October 8, 2020.
Regular Session — To begin no earlier than 6:00pm.
(This Regular Session may, at any time, be recessed to convene at Executive Session for any purpose authorized
by the Open Meetings Act, Texas Government Code 551).

Meeting called to order at 6:00 PM by Melissa Sheldon
1. Discussion on how this virtual conference will be conducted, to include options for public comments
and how the public may address the Commission — April Haughey (Board Liaison)
a. April detailed the ways the public can engage with the meeting, told members that roll call votes
would be conducted, and instructed members to "raise their hand" to speak and to identify
themselves first.
2. Presentation of Animal Services Statistics for September 2020 and end of 2020 fiscal year — April
Haughey, Animal Services Manager (Board Liaison)
a. September RTO of 12.4% higher than previous month; FY RTO was 24% and adoptions were
50.8%.
b. September euthanasia 2% with FY at 5.8%, which maintains the shelter's no -kill status for the year.
c. Average population per day for 2020: Dogs 21 and cats 24.91.
d. 220 animals served at only vaccine clinic held in 2020, 48 spay/neuters conducted at two clinics,
and 27 cats neutered at low cost clinics in 2020. 2021 clinics have been scheduled.
e. All social media channels saw significant increases in followers and reach.
f. 4522 ACO calls in 2020, with 979 violations found and 291 warnings issued and 722 impounds.
g. 192 intentional messages in 2020.
3. Presentation of current status of open Animal Control Officer and part-time Veterinarian positions
— April Haughey, Animal Services Manager (Board Liaison)
a. The most qualified and experienced ACO candidate from the last interview process withdrew from
consideration. A second round of interviews is scheduled.
b. The veterinarian position is awaiting HR approval.
4. Consideration and possible action to approve minutes from September 2020 — Melissa Sheldon, Board
Chair
a. Motion to approve minutes, Bill Gregory; seconded, Ned Atkins. After a roll call vote, minutes were
approved unanimously.
5. Presentation of proposed changes to Animal Ordinances — April Haughey, Animal Services Manager
(Board Liaison)
a. April presented a draft of the revisions to the current ordinances. After discussion on several
changes including the proposed beekeeping ordinance, a motion was made to table the vote on the
ordinance changes until members could review a clean copy incorporating the suggested revisions.
Motion to table, Laura Klein Plunkett; seconded by Bill Gregory. Unanimously approved by roll
call vote. The changes will be reviewed and voted on by the board at a special meeting scheduled
for October 29, 2020, at 6 PM.
With no further business or discussion, Bill Gregory made a motion to adjourn. Ned Atkins seconded.
