Meeting Minutes
November 12, 2020
The Animal Shelter Advisory Board met virtually Thursday, November 12, 2020.
Regular Session — To begin no earlier than 6:00pm.
(This Regular Session may, at any time, be recessed to convene at Executive Session for any purpose authorized
by the Open Meetings Act, Texas Government Code 551).

Members Present: Ned Atkins, Bart Bartleson, William Gregory, Laura Klein Plunkett, Melissa Sheldon,
Sarah Vigil

Meeting called to order at 6:01 PM by Melissa Sheldon
1. Discussion on how this virtual conference will be conducted, to include options for public comments
and how the public may address the Commission — April Haughey (Board Liaison)
a. April detailed the ways the public can engage with the meeting, told members that roll call votes
would be conducted, and instructed members to "raise their hand" to speak and to identify
themselves first.
2. Presentation of Animal Services Statistics for October 2020 — April Haughey, Animal Services
Manager (Board Liaison)
a. 120 intakes in October with 56 dogs; the highest level since March.
b. 93.9% live release rate for October. Euthanasias were all cats with illness or injury.
c. 22.3% return to owner.
d. License compliance down for the month at 48.2%
e. 290 ACO calls in October, with 59 dogs, many from multi -dog households and 115 violations.
f. 64 impounds.
3. Presentation of current status of open Animal Control Officer and part-time Veterinarian positions
— April Haughey, Animal Services Manager (Board Liaison)
a. One viable ACO candidate awaits fingerprint and background checks. Another experienced
candidate applied from outside of the area. The candidate will relocate if a job is offered.
b. The veterinarian position was approved by HR and one application has been received.
4. Presentation of current facilities projects — April Haughey, Animal Services Manager (Board Liaison)
a. Two projects, Dog walk door with badge control and window installation replacing leaking main
door, have been completed.
5. Discussion of November loth presentation of ordinances changes to Council — April Haughey, Animal
Services Manager (Board Liaison)
a. April received positive feedback from Council on the ordinance changes. Council identified the
need for improved communication with the public about ACO availability during off -hours.
b. Further review is needed on several items before final board consideration and approval.
6. Consideration and possible action to approve minutes from October 2020 — Melissa Sheldon, Board
Chair
a. Minutes were read by members. Motion to approve, Laura Klein Plunkett; seconded, Ned Atkins.
Approved unanimously.
With no further business or discussion, Bill Gregory made a motion to adjourn. Ned Atkins seconded.
