Motion to approve the Consent Agenda as presented except for Item F by Commissioner Warren.
Second by Commissioner McCord. Approved (5-0), with Commissioner Perthuis abstained from
Item AP.
Legislative Regular Agenda
F. Consideration and possible action to disapprove for the reasons set forth in the item an application
for a PreuY:Linary Plar consisting of approximately 19.487 acres in the A.H. Porter Survey, Abstract No.
490, generally located at 1899 Crockett Gardens Road, to be known as Southlake Ranch (2020-16-PP) --

Nelson provided an overview of the action taken at the September 1511' meeting, where the Commission
voted on a subdivision variance related to this project. The action taken at that meeting was changed
after review of the bylaws by the City Attorney's office. The Alternate Commissioner's vote was
removed for this item, and the action was changed from disapproval to approval.
Staff report by Harwell. This is the third consideration of this request. This request was previously
considered by the Planning & Zoning Commission at their August 18, 2020 meeting and September 15,
2020 meetings. This request is for a 14 lot residential subdivision in the ETJ. Each lot will be larger than
one acre and will be served by City of Georgetown water and on -site sewage facilities (septic tank).
Chair Brashear opened and closed the Public Hearing as no one signed up to speak.
Motion to approve Item F (2020-16-PP) as presented by staff by Commissioner Warren. Second by
Commissioner Albright. Approved (5-0).
AZ. Public Hearing and possible action on a Subdivision Variance from Section 12.05.010.A of the
Unified Development Code relating to the minimum number of connection points to a major street to
allow a 324-unit multi -family development with one connection point and one fire access point on a
major street for the property located at 401 Westinghouse Road, bearing the legal description of 28.89
acres out of the Francis A. Hudson Survey, Abstract No. 295 and the J. S. Patterson Survey, Abstract
No. 502 (2020-8-WAV) -- Ethan Harwell, Senior Planner
Staff report by Harwell. This is a request for a Subdivision Variance to allow a reduction in the required
minimum number of full -service connection points to a major street and allow a 324-unit multi -family
development with one full -service connection point and one fire access connection point on a major
street. The applicant is proposing to construct a 324-unit multi -family development within the Chapel
Hill PUD. The Unified Development Code (UDC) requires that a development with the number of
dwelling units proposed has at least two full -service access connections from the project onto a public
street. The applicant is requesting to reduce the number of required full -service connection points from
to one full access driveway and one emergency access driveway. According to the Letter of Intent, the
second full access drive cannot be provided at the driveway location identified in the PUD due to the
constraints of beir_g located on Rabbit Hill.

There was discussion about the location of the driveways to be built and how the topography of the
location may affect traffic light intersections. The engineer for the project, Robert Scholz, addressed the
traffic light delay and answered Commissioner questions about intersection sight distance, and
stopping sight distance on Westinghouse Road.
Commissioner Perthuis sought clarification regarding public comments submitted and concerns raised
in the comments. Harwell explained that letters were received from other developers in the area.
Chappell Hill originally started as a development agreement but was later annexed to the City as part
of the development agreement and converted to a PUD. There was no utility access at that time for this
project. However, a wastewater line will be constructed around Celebration Church and coming from
the south that will serve developments along the Mays extension corridor.
Chair Brashear opened and closed the Public Hearing, as no one signed up to speak.
Motion to approve Item AZ (2020-8-WAV) as presented by staff by Commissioner Warren. Second
by Commissioner McCord. Approved (5-0).
