Minutes of the Regular Meeting of the
Unified Development Code Advisory Committee Meeting

Meeting called to order at 3:32 P.M.
Regular Session
A. Discussion on how the Unified Development Code Advisory Committee virtual conference will
be conducted, to include options for public comments and how the public may address the
Commission - Sofia Nelson, CNU-A, Planning Director
B. On a subject not posted on the agenda: Persons may add an item to a future Board agenda by
filing a written request with the Staff Liaison no later than one week prior to the Board meeting.
The request must include the speaker's name and the specific topic to be addressed with
sufficient information to inform the board and the public. For Board Liaison contact

C. Consideration and possible action to approve the minutes of the December 9, 2020 regular
meeting of the Unified Development Code Advisory Committee. - Mirna Garcia, Management

Motion to approve the minutes by Ortego. Second by Garner. Approved (5-0).

Landscaping standards of the Unified Development Code (UDC) specifically as it relates to tree
preservation, removal and mitigation, streetyard, gateway and parking landscape standards,
and screening and water conservation (UDC General Amendment No. 20-03) -- Steve

Staff stated that today's purpose is to discuss proposed code amendments to the Unified
Development code (UDC) related tree preservation and landscape standards.
Staff gave a brief overview of the
• Multi -trunk DBH Threshold -Consider establishing a threshold for identifying with
multi -trunk trees must be included on a survey based on the DBH of the largest trunk.
• Trunk, Branches and Sterns -Consider adding a definition for tree branch and tree trunk.
• Tree Species excluded -Exclude all cedar (ash juniper and mountain cedar)trees form the
protected trees definition.
• Ornamentat Trees and Protected Trees -consider excluding ornamental trees from the
definition of protected trees.
• Tree Inventory Option -Consider requiring a tree inventory for new projects and phased
projects whose surveys need to be updated after 5-10 years.
• Project Boundaries of Tree Preservation -Consider establishing boundaries for
calculating protected and heritage trees on projects (i.e. floodplain, ROW, Limit of
Construction, Phase or Section specific)
• Tree Mitigation Options -Consider additional options for tree mitigation.
Amy Payne from Parkside on the River development stated they are vested in an older code of
tree preservation rules. She stated they plant 2 hardwood trees on every lot and 4 on every
corner lot and are very much in support for the code to be amended to allow credit for
additional onsite single-family trees. It encourages other developers who do not plant as many
trees in their single-family developments to get credit if they plant additional trees.
Committee member Wanke thanked Ms. Payne for her thoughts.
Staff continued their review of the
Street yard landscape requirements and thresholds -Street yard requirements,
particularly for projects with buildings at great distance from the road and/or phase
objects.
Conflicts between signage, utilities and easements, and landscape requirements -
consider clean-up of language and available solutions that address conflicts between
commercial signage, utility easements, and landscape requirements.
Water conservation efforts for non-residential development -Review current
nonresidential landscaping requirements with regard to the city's water conservation
efforts.
Staff reviewed over the public review process and dates. Staff stated the next step after public
review will present to the UDCAC February 10«1, the Planning and Zoning Commission,
February 1611, and then to City Council, March 9th.
The Committee thanked city staff for all the hard work and the good outcome.

E. Update on the Unified Development Code (UDC) amendment process, and the 2020 UDC
Annual Review Plan, Schedule and Next Steps -- Andreina Davila -Quintero, AICP, Current
Planning Manager
Staff stated the next step could be to review over sign regulations, group home definition and
street cross -sections. Once staff has more direction they will present to the Committee.
