January 8, 1987
The meeting was called to order in the conference room at SCB
Development. The following Technical Committee members were in
attendance:
Bob Schwager, Paul Williams, Ercel Brashear, Dan Shanahan and
Renee Hanson.
Also in attendance were Frank Smith, Don Bizzell and Jimmy.
Coffman.
The Technical Committee recommends the following changes to the
proposed Subdivision Ordinance:
SECTION
29011-B-2 Define the word, "environment".
29011-B-4 Add the phrase, "as defined in the comprehensive plan" so that the
sentence will read, "...trees and other outstanding natural fea-
tures, as defined in the comprehensive plan,".
29011-C Delete the last sentence that reads "The PUD regulations shall not
be used .... or the comprehensive plan."
29012 Revise the sentence to read, "Subdivider proposing.... as specified
in Sections 20000-28999•"
29013 Delete the first sentence.
29020 In the first paragraph, to the phrase, "...provided that the ow-
ner(s) of the amended lot(s) in...", add the phrase, "and/or ease-
ment owners or any persons affected by said amended plat."
Recommend addition of a paragraph setting forth the procedure for
the recording of the amended plat. The procedure should include
notification of the owner when the amended plat is to be submitted
to the county for review and approval of those projects outside
the City yet still in the ETJ.
29020-C Define "attendant documents".
29031-A Insert a new paragraph A that reads, "A. The Director shall cer-
tify that the proposed subdivision meets all the requirements of a
short form subdivision," then re -number the remaining items to
read "Bn. TIC??% I'D", "E►f and "F".
29032 To the phrase, "...required by Section 26020 of these regulations"
add the following, "except for requirements of scale which may be
adjusted by the director."
29033-C Delete the paragraph.
29033-D Delete the paragraph.
29034-F Define "attendant documents".
29042 Add paragraph D that reads, "Signatures of all affected parties
impacted by either the dedication or abandonment of the easements
and right of way facilities."
29043 In the first paragraph, delete the phrase, "...to or by the City"
so that the sentence reads "...abandonments of property rights
must be approved by the Council."
Delete the last paragraph.
GENERAL It is the recommendation of the Technical Committee that the
NOTES name, "simple subdivision" be changed to, "short form subdivi-
sion". Additionally, the name of the "construction plat" should
be changed to "preliminary plat". The definitions section of the
ordinance (70000) needs to be amended to move the various plat
definitions into one location and the various plan definitions
into one location. The definitions section needs to be changed so
that "sketch plat" becomes "sketch plan". Definition of "dedica-
tion plats" needs to be added.
31000 In the second sentence, delete the word "plat" so that the revised
phrase will read "...all subdivisions shall be designed...".
23030-M Add a paragraph that reads, "Certification that no exceptional
& topographic, cultural, historic, archaeological, hydrologic or
24034-1 other physical conditions of the property to be developed or with-
in 200' on an adjacent tract exist which will require the estab-
lishment of reasonable design standards in excess of the estab-
lished minimum standards or require a variance from those estab-
lished minimum standards as defined in Section 31000."
23060 In the second paragraph, behind the phrase "...and the nature of
the utility service proposed.", add a sentence that reads, "The
commission shall notify the applicant of any design requirements
in excess of the established minimum standards or of any variance
from those established minimum standards as set forth in Section
31000."
24060 After the first sentence, add "The commission shall notify the ap-
plicant of any design requirements in excess of the established
minimum standard's or of any variance from those established mini-
mum standards as set forth in Section 31000."
31010 Add the definition of "neighborhood".
32010-F Change the word, "will" to "may".
32030 Delete the phrase, "...part in any other applicable provisions of
this division." and substitute the word "ordinance".
Define the word "watershed".
The definition of the word "waterway" is inconclusive and needs a
definition based upon the volume of water rather than the depth.
32010-I To the phrase in the 3rd sentence, "...protection of the water-
sheds" add the phrase "and aquifers".
32040-A In the 1st paragraph, revise that to read "Critical water quality
zones shall be established along all major, intermediate and minor
waterways, and around significant recharge features." Delete the
remainder of the paragraph.
To the definition of "recharge features" add the following: "a
recharge feature shall be considered significant if it lies within
an area subject to inundation from the 100 year storm event and
the upstream drainage area consists of five (5) or more acres or
where rapid infiltration to the subsurface may occur."
In the 3rd paragraph to the reference of "up and downstream boun-
daries", revise that to read "upstream and downstream boundaries"
at both locations in the paragraph.
32040-C-4 Delete the paragraph.
32040-D-1 Define "yards".
To the phrase, "...hiking trails should be undertaken...", change
the word "undertaken" to "permitted".
32040-D-2 To the phrase, "...within 50 feet of a significant recharge fea-
ture.", add the following: "unless required as part of the Water
Pollution Abatement Plan."
To the phrase, "Such areas shall be reserved as open space", re-
vise that to read, "Such protected areas shall be defined as buf-
fer zones."
32040-E Revise the second sentence to read "Recharge features from adverse
effects from runoff...".
32061-A In the first paragraph delete the last sentence.
The next Subdivision Committee meeting will be at 7:00 PM on
Monday, January 12, 1987 in the conference chambers of SCB
Development.
