HomeMy WebLinkAboutMinutes_Technical Committee_12.29.1986MINUTES OF TECHNICAL COMMITTEE MEETING December 29, 1986 The meeting was called to order at 7:00 PM in the conference cham- bers of Steger & Bizzell Engineering. The following Technical Committee members were in attendance: Bob Schrawger, Ercel Brashear, and Dan Shanahan. Also in attendance were: Don Bizzell and Barbara Pearce. A review of the minutes of the December 15th meeting indicated the following had been omitted. Recommend that, throughout the ordinance, required plat sizes be 18" x 2411, and required plan sizes be 24" x 36". Additional changes to the minutes may be forthcoming, since sev- eral of those in attendance did not receive minutes until the meeting. The Technical Committee recommends the following changes to the proposed Subdivision Ordinance: SECTION 25010 To the phrase, "These documents shall include complete plans and specifications ... and all other improvements required to serve the project.", change the wording to read, "These documents shall in- clude complete plans and specifications describing all required improvements identified and approved as part of the construction plat phase." Change the first sentence to read, "Construction plans, based upon the approved construction plat, shall be submitted to the City consisting of detailed specifications and diagrams illustrating the location, design, and composition of all improvements identi- fied in the construction plat phase and required by this ordinance and other applicable City codes and policies..." 25030-C Delete the paragraph. 25030-D3 Change the word, "detailed" to "typical". Change the sentence to read, "Typical right-of-way cross sections showing pertinent de- sign details. Elevations shall be shown at 100' intervals on the plan profile sheet or as specified by the City Engineer." 25030-D5 Define "engineer's report". Does this paragraph mean "engineer's summary statement"? If yes, then give a definition of "engineer's summary statement". 25030-F1 Need a definition of the "engineer's report". 25030-F2 Amend the sentence to read, "Detailed design of all drainage fa- cilities as approved in the construction plat phase, including typical channel.... storm water control facilities." 25030-G4 Revise the sentence to read, "A plan for landscaping and restora- tion of all areas disturbed during construction of said erosion and sediment control structures." 25030-Hl To the phrase, "tanks and other related structures", insert -the phrase, "as identified in the construction plat phase" so that the sentence now reads, "...and other related structures as identified in the construction plat phase...". 25030-H5 Define "engineer's report". 25030-Il Behind the phrase, "and other related structures", add the phrase "as identified in the construction plat phase" so that the sen- tence now reads, "...and other related structures as identified in the construction plat phase...". 25030-J Behind the words, "and other appurtenances", add the phrase, "ac- cording to City standards.", so that the sentence now reads, "me- ters and other appurtenances according to City standards." 25030-K Add a phrase so that the sentence reads, "...other public and com- mon areas as identified and approved in Section 24033-G." 25040 To the paragraph that reads, "At the discretion of the Director of Public Works .... for the review of a development project in effect at the time of submittal.", change the wording to read, "All fees required for the review of construction plans shall be submitted with the application according to the rate and fee schedule for the review of development projects in effect at the time of sub- mittal." To the paragraph reading, "Where a subdivider seeks a variance from.... review to the Board of Adjustment whose action shall be final.", the definition of "the Board of Adjustment" needs to be provided. Additionally, the procedure to be followed including the fees to be paid, notification, and the procedure to be fol- lowed, needs to be delineated. 26020 There needs to be an addition to the section Alternative Form Subdivisions to allow a different scale for simple subdivisions than required in the final plat phase. 26031 Change the wording to read, "the location of center lines of water courses, the critical water quality zones, the water quality buf- fer zones, and all drainage easements. The 100 year flood plain, based on fully developed conditions within the watershed area, shall be calcul-ated in accordance with the 100 year design flood as calculated.... and certified by a registered professional engin- eer." 26032 Define "like information". The next meeting of the Technical Subcommittee will be held at 7:00 PM, December 30th, in the conference room of Twin Creek Properties.
