HomeMy WebLinkAboutMinutes_Technical Committee_01.12.1987MINUTES OF THE TECHNICAL SUBCOMMITTEE MEETING January 12, 1987 The meeting was called to order at 7:00 PM in the conference room at SCB Development. The following Technical Committee members were in attendance: Bob Schwager, Barbara Pearce, Ercel Brashear, Dan Shanahan and Renee Hanson. Also in attendance was Jimmy Coffman. The Technical Committee recommends the following changes to the proposed Subdivision Ordinance: SECTION 32100 The ordinance is specific in addressing the question of how to deal with the quantity of runoff as a result of subdivision devel- opment. Recommend that the question of "quality" as used in the ordinance, also be defined. 32101 Define "drainage way". 32101-A In the first sentence, change the word "nonurbanized" to "natur- al". Additionally, define which flood plain is being addressed. 32102-A Behind the phrase "Any sanitary sewer system and...", add the phrase, "its use" so that the revised paragraph would read, "Any sanitary sewer system and its use shall not...". 32102-C Define "regulatory floodway". 32102-D Behind the phrase "...through a drainageway" add the phrase, "as defined in the City's Drainage Manual" so that the phrase will read, "...through a drainageway, as defined in the City's Drainage Manual, unless...". 32102-E To the phrase "shall not approve any subdivision of land within the floodway... " add the following ", as defined in the City's Drainage Manual." 32102-H Behind the phrase "...intensity allowable under existing zoning," add the phrase "as applicable," so that the phrase reads, "Maximum intensity allowable under existing zoning, as applicable, the com- prehensive plan...". 32102-L-2 To the phrase, "...or the use of curb inlets" add the phrase "and /or curb drains" so that the phrase reads, "...or the use of curb inlets and/or curb drains,". 32102-N-1 To the phrase "...for acceptance prior to construction.", delete the word "construction" and insert the phrase "approval of con- struction plans.", so that the phrase reads, "...for acceptance prior to approval of construction plans." 32102-P-1 Define "required freeboard". 32102-P-2-c Delete the phrase "...whether or not included in areas for dedica- tion," so that the phrase reads, "during storm periods, shall be preserved and retained...". 32102-R To the phrase, "may allow variances or exceptions to such require- ments", add the phrase, "consistent with the provisions of Section 31000 of this ordinance,", so that the phrase reads, "may allow variances or exceptions to such requirements, consistent with the provisions of Section 31000 of this ordinance, when so doing...". Delete the last sentence which reads, "The purpose of these provi- sions .... in unique or unusual circumstances." 32103-A Define "flood plain being addressed". Also establish a definition for the "base flood" of the watercourse. 32103-B At the end of the sentence add the phrase, ", as defined in the City's Drainage Manual." 32103-D Define "natural channel". 32103-G The intent of this paragraph is uncertain. We recommend that the paragraph be examined and, if possible, rewritten to clarify the intention of this paragraph. 32103-J To the phrase, "incurrent or projected" add the word "public" so that the phrase reads, "incurrent or projected public capital im- provements." Due to Mr. Bizzell's absence, we Have jumped for -ward to the land- scaping section of the ordinance, Section 37000. 37010 To the heading "Purpose and Applicability" delete the phrase "and Applicability". 37010-A To the phrase, "and other means of site improvements" delete the phrase "in off street parking areas and other developed proper- ties" and change to read, "in multi family and all non-residential developments." 37010-B Delete the heading "B." Add a new subheading, "B. Applicability" Delete the heading for paragraph "C" and connect the two para- graphs. Delete the heading for paragraph "D". 37020-A To the phrase "according to American Association of Nurserymen (AAN) standards", add the phrase ", as required in Appendix " We recommend that those standards be attached to the ordinance and made a part of the actual document. 37020-C-1 Delete the phrase "in Central Texas". 37020-D-1 Delete the phrase "withstand the pressures of time and nature, and..." and replace with the phrase "abate objectionable noise, light glare, visual clutter, dust, or loss of privacy, and". Simply a procedural issue, but we recommend that the buffer yard tables and the land use tables be incorporated on the same page in the ordinance. 37030-E-2c Recommend that the table referenced in both these items be changed E-2e to read, 1137030-E-3". Also recommend that the tables headings be changed to reflect those new delineations. 37030-E-3 Relocate the table "Buffer Yard Requirements" to this position. Additionally, add this subparagraph number. 37030-G Identify the location of "paragraph (d)(3) of this section". If that location is not within this section, then recommend deleting the last sentence. 37030-F To the phrase "...is more than 64 feet away from the trunk of a tree.", add the following, "unless otherwise approved by the com- mission." Additionally, the ordinance needs to have defined "street yards". It is envisioned that the various land use clas- sifications have street yard landscaping requirements that need to be established in the same way that buffer yard requirements have been established in the ordinance. To figure 37030, under the buffer yards for "C", "D", and "E", add the requirement for a fence to all the buffer yards, regardless of the width of the buffer yard. 37040-D Delete the paragraph entirely. 37040-E To the phrase "constructed to maintain structural integrity" add the phrase ", as defined in the City's Building Code,". The next meeting of the Technical Subcommittee will be held at 4:00 PM on Wednesday, January 14th, in the conference room of SCB Development.
