HomeMy WebLinkAboutMinutes_Technical Committee_01.14.1987MINUTES OF THE TECHNICAL SUBCOMMITTEE MEETING January 14, 1987 The meeting was called to order at 4:00 PM in the conference room at SCB Development. The following Technical Committee members were in attendance: Bob Schwager, Barbara Pearce, Ercel Brashear, and Dan Shanahan. Also in attendance was Jimmy Coffman. The Technical Committee recommends the following changes to the proposed Subdivision Ordinance: 33000 In the middle of the first paragraph, to the phrase "no subdivi- sion shall be approved", change "approved" to "submitted". 33010-E Change the second sentence to read "sidewalks, as set forth in Table 33030, should be designed to provide all residential areas with direct access...". 33010-F The design standards for bike lanes or bike paths are not con- tained in the ordinance. Recommend that those standards be estab- lished addressing issues such as minimum separations, construction standards, when bike paths are required, and so forth. 33010-G The location is inappropriate. Recommend moving to Section 13000 And identify as Paragraph T. 33021 Third paragraph, to the phrase "within the established study boun- daries.", add the following phrase ", consistent with the compre- hensive plan." 33022-C To the last sentence in the first paragraph, delete the phrase "or (pg. 3-24) other qualified individual approved by the Director". Additional- ly, this phrase shall be deleted throughout the entire TIA sec- tion. 33022-C The last paragraph to the phrase "this traffic count shall be col- (pg. 3-25) lected as determined by the Director of Public Works." -change that to read, "The Director of Public Works shall certify that the min- imum conditions of the TIA have been met prior to submission of the construction plans." To the last sentence in the same para- graph, delete the phrase "or other qualified individual". 33023 Delete the last sentence. 33024 To the phrase "The TIA shall consider and account.... within the (pg. 3-26) established study boundaries.", revise to read, "The TIA shall consider and account for the potential traffic, consistent with the comprehensive plan, to be generated by other undeveloped..." Delete the first paragraph "I". 33027 Delete the first sentence. 24033-G To the phrase, "descriptions and names of all existing", add the phrase "descriptions and names (as specified in Section 33030-Q)". 33030-x Define "community service facility". 33043 The intent of this paragraph needs to be clarified. Recommend that on Table 33030 the intent of the various categories needs to be more clearly defined. We also recommend that the specifica- tions and standards as set forth in the table be re-examined in comparison with the standards and specifications set forth in lot designs and layouts. Additionally, the table needs to have defi- nitions added to clarify the intent of items such as length, spa- cing, access, separation, traffic lanes, etc. 33044 In the second paragraph, to the phrase "to a corner than 75'." add the phrase, "unless lot dimensions prohibit such spacing." 33053-D Change "required" to "require". 33054-A In the fourth line, change the word "an" to "and". 33054-B Define "reasonably equivalent accessibility and usability". Also to the phrase "Section 3305411, is that supposed to read, "Section 33053"? 33055 Revise the first sentence to read "Exclusive of residential uses, in each parking facility...". 33056-C Delete the phrase "whether or not required". 33056-F Delete the phrase "site plan" and change to read "detail develop- ment plan". 33057-C Change the phrase "Table 33058" to "Table 33057". 33052-C Revise to read, "up to 25% of required parking...". 33057 Add standards for accomodation for compact car spaces. 33057-E To the phrase "...markers shall be provided", add the phrase, "in conformance with City construction standards,". 37030-E-2e To the phrase "The Commission shall, during site plan review pro- cess, determine if additional buffer yard is needed...", revise that to read, "The Commission shall, during the site plan review process, determine if additional buffer yard is needed, and if so, to what extent and type in accordance with the provisions of Sec- tion 33057-G and with Table 37030.E.C." The next meeting of the Technical Subcommittee is called for Mon- day, 1/19, at 7:00 PM in the conference room at SCB Development.
