Statement of goals as your committee understands them: a. Long Range: Increase time devoted to long range planning Provide input to Capital Improvements Program Provide input to Comprehensive Plan b. For this year: 1987: Adopt NW Central Plan Increase communication with City Council Adopt new Subdivision Ordinance Provide input to the development of the Comprehensive Plan 6. Accomplishment/activities during current year: 1. Meetings run in a professional, fair, and timely manner 2. Promoted an atmosphere of open communications with staff and public 3. Adopted By—laws for the Commission 4. Members attended numerous workshop and educational sessions, including one we sponsored on legal issues 5. Orientation held for new members to commission 6. Sponsored Public Hearings on NW Central Plan and Zoning Ordinance for Williams Drive 7. Worked with staff to make numerous recommendations to Council including: a. Zoning Ordinance, Williams Drive b. Adoption of Development Plan C. Amending Subdivision Ordinances d. Annexation 8. Provided input to Development Review Advisory Committee 9. Participated in budget planning 10. Expedited the review of projects of importance and significance to community 7. Plans for your committee's work next year: Adopt NW Central Plan Increase communication with City Council Adopt new Subdivision Ordinance Provide input to the development of the Comprehensive Plan Update zoning ordinance through amendments including a provision for a Zoning Board of Adjustment Provide input to staff according to the work program 8. Does your committee have recommendations for City Council Action? If so, what? A. To promote good planning practice among all entities, we recommend the Council take a leadership role in forming a committee made up of representatives of the Council, Planning & Zoning Commission, GISD, Williamson County and District 14 of the State Highway Department. We feel that frequent communication among these groups would further the planning process of each entity B. Provide the Planning & Zoning Commission access to legal counsel that is well versed in Planning/Land Use law C. Consider adding two members to the Planning & Zoning Commission D. Require Planning & Zoning Commissioners to attend one educational program each year E. Appointments to Planning and Zoning Commission should be staggered with no more than 2 commissioners appointed per year 9. Will your committee be requesting any city expenditures for the 1987-88 budget year? If so, please be prepared to submit them to the City Manager no later than May, 1987. Education expenses and legal expertise 10. Does your committee want to make a regular report at a City Council meeting? If yes, would you like it scheduled annually, semi—annually or more often? Yes — quarterly 11. Does your committee have any questions ideas or recommendations for the city staff and/or the City Council? 1. We would like to encourage a representative from the Council to attend each Planning & Zoning meeting and also a Planning & Zoning Commissioner attend each City Council meeting. We feel this would increase communication and allow for a better understanding of the actions of each body Annual Report 1986 2 2. When Council disagrees with P & Z recommendations, return case to Planning & Zoning for review. If review does not provide satisfactory recommendation & Council still disagrees, then vote against recommendation 3. Assure that P & Z has strong input to Capital Improvements Plan 4. Planning and Zoning should receive clear written direction from Council regarding projects or plans undertaken at the request of Council S. Question - What is City's liability coverage for P&Z Commissioners? Any additional comments would be welcome. Wayne Meadows - The present Planning & Zoning Commission is well balanced and knowledgeable and should be retained (if members want to serve) for continuity through the adoption of the new subdivision ordinance. W.T. Johnston - Need to devise a means for more frequent communications between Council & Planning & Zoning. Barbara Pearce - I feel the Commission members have worked very hard this year and have committed a great deal of time and dedication to their job. Thank you for this report.
