Kersch, M. Lackey, R. Hanson, E. Malinovsky, J. Allen. Absent: D. Zavala, J. Doerfler, R. Stump. Mayor Carl Doering met with the committee to discuss Article 6:11. M. E. Kersch made a motion to keep charter committee revision of Article VI in Tack. 2nd M. Lackey. Unanimous. Committee discussed the procedure for upcoming 1st public hearing. R. Stump checking with Justice Department on the matter of the length of terms in Article III. M. Herbert will check on pronoun issue on the ballot. R. Stump reported he checked to T.M.L. on Article IV Section 4:04 and 4:07. Okay. M. Lackey presented 1st draft of Article V & VI. First public hearing Sept. 30, 7:30 PM -Judge Lott Courtroom, Williamson County Courthouse. City Secretary will record the hearing. Committee reviewed Article VII, Okay to type --Article VIII ready to type. Article IX, 9:07 & 9:08 check into recent U.S. Supreme Court decision. M. Herbert and R. Stump will rewrite. Next committee mmeting Thurs. Oct. 24. Adgenda 1st draft on Article 7, 8 & 9. 2nd Public Hearing Courthouse Mon. Oct. 28. Article 4, 5, & 6. CHARTER REVISION COMMITTEE 12th Meeting Report Oct. 24, 1985 7:00 CSB Present: H. Gold, E. Thornton, T. Magness, R. Stump, E. Malinovsky, M. Lackey, M.E. Kersch, J. Allen, M. Herbert. Absent: R. Hanson, J. Doerfler, D. Zavala. R. Stump reported on Article IV from T.M.L. Committee discussed and left Article IV as is. Article V. Changes in grammer. ArticleVI. Okay Article VII. Approved by committee as requirement to Texas Property Tax Code. Article VIII discussed and approved. Article IX 9:08 changed for state law. Article IX 9:14 changed for state law. Article IX 9:07 changed from 45 days to six months. M. Herbert made motion. M.D. Kersch 2nd. Unanimous. Committee discussed next public hearing. E. Malinovsky read a letter from R. Hanson. M. Herbert made motion to write a letter to R. Hanson. Express our gratitude for her valuable contribution to our committee. 2nd by R. Stump. Unanimous. Copies to be sent to Mayor, City Council and City Manager. Committee discussed again election by place or'at large. Decision that for a City size the fariest way was the present at large. Absent: E. Thornton, J. Doerfler, D. Zavala, T. Magness, M.E. Kersch. Dispense with reading of minutes. Committee considered Addendum I and II. We reviewed all questions and suggestions from two Public Hearing. Changes 5:09 form City Council to City Manager. Committee reviewed Articles VII & VIII, IX. Changes made 9:02 add s to exception. 9:05 delete the word improper. 9:15 Committee recognizes two errors in the section but felt it was of historical significance and should be left in. 9:17.
