MINUTES OF MEETING, JANUARY 13,1970,7:30
Chairman Stump called the meeting to order. He stated that the
Commission should have a Vice Chairman and he would accept nomina-
tions.
Ed Evans was nominated by John Rosenblad and seconded by Joe
Crawford. Motion that nominations cease and Evans be elected
by acclamation was made by Leroy Berkman and seconded by Jesse
Lozano. The motion was carried 8-0.
Article I was read and discussed. No further corrections were
needed and it was approved.
Article II was read and discussed. Section 1 of Article II, the
selection of the City Council by the place system was rejected by
the Commission on a 2-6 vote,. The sub -committee is to resubmit
the section. The rest of Article II was approved by the Commission.
Article III was read and discussed, with minor changes noted by the
chairman. It was approved.
Article IV was read and discussed with minor changes noted by the
chairman. It was approved.
Article V was read and discussed with minor changes noted by the
chairman. It was approved.
Article VI was read and discussed. A question was raised in Sec.3
about the term "Annual Appropriation Ordinance", it was decided to
hold approval of Article VI until next meeting for a defination of
the term.
The next meeting will be Jan. 23, 1970,7:30 p.m.

Chairman Stump called the meeting to order.
Seven members were present. Article IX
was discussed and completed.
Those present were; J.W.Lackey, W.O. Fletcher,

Chairman Stump called the meeting to order.
Seven members were present and no official
action was taken.
Articles VII and VIII were discussed and
completed.
Chairman Stump stated that the next meeting
would complete the first review. He re-
quested that the sub committees submit the
written form of their Articles for Com-
mission to take action on.

Article VI was discussed. Leroy Berkman is to
check with Mayor Sloan and City Manager Wood
about the Purchase Procedure of the City.
Discussion of Article VII was started.
The meeting was adjourned due to the late hour.
Members present were: Leroy Berkman, Joe McCook,
Jr., John Rosenblad, Gilbert Bredthauer, Fred
Knauth, R. S. Elloitt, W. R. Stump and Rodney
Montgomery.
Those absent were: Jesse Lozano, J. W. Lackey,

Chairman Stump called the Meeting to Order.
Articles V and VI were discussed. Members
of the subcommittee present were Leroy
Berkman and Joe McCook.
The Chairman requested that Articles VII and
VIII be ready for the next meeting, Nov. llth.
The Secretary will poll the members for a
quorum on that date.
Members present were: Leroy Berkman, John

Minutes of Meeting, October 14, 1969, 7:30 p.m.
Chairman Stump opened the Meeting. All the sub-
committee on Articles I and II were absent and no
action was taken on these Articles.
Articles III and IV were discussed and minor
changes were suggested. The subcommittee will
submit a written report for Commission approval.
Most of the discussion on Article IV was about
the term "Qualified Voter" meant.
The Chairman requested that the subcommittee
on Articles V and VI be prepared for the next
meeting.
The next Meeting will be October 28, 1969,
at the City Hall at 7:30 p.m.
Ed Evans made a motion to adjourn and the
motion carried.
Members present were W. R. Stump, W. D.
Fletcher, Ed Evans, Leroy Berkman, Gilbert
Bredthauer, Bill Lott, Jesse Lozano, and Rodney
Montgomery. Those absent were Joe Crawford,

Minutes of Meeting, September 23, 1969, 7:30 P.M.
The meeting was held in the First National Bank Lobby.
Chairman Stump opened the meeting. Article I was discussed, Chairman Stump
reported that the Abilene Charter was well written on annexation and he suggested
that the committee study it before making a written report.
The question of the length of time for the city improvements to annexed land
was raised and a discussion held. The Committee is to check with the City Manager
for his opinion.
Article II was discussed. The possibility of place voting was suggested and
a discussion followed. Whether to elect City Council Members at large or by the
place system.
Chairman Stump requested that the Committee on Articles III and IV be ready
at the next meeting.
The Secretary was asked to poll the Commission members to see how many will
attend the meetings.
The next meeting will be October 14, 1969 at City Hall at 7:30 P.M.
The meeting was adjourned 10-0.
Those present were: W. R. Stump, Joe Crawford, J. W. Lackey, W. 0. Fletcher,

Minutes of Meeting, September 9, 1969, 7:30 P.M.
The Chairman called the meeting to order.
A discussion of Articles 1 and 2 of the Proposed City Charter was held. The
Committee assigned these Articles to J. W. Lackey, R. S. Elliott, and John Rosenblad.
Presented a comparison of the Hearne Charter to our Proposed Charter. The
subject of annexation was discussed and since some of the members had just received
their copy of the Hearne Charter, no action was taken.
The Chairman thquested that each Committee should meet on its own and submit
to the Commission a written report with suggestions on the Articles they were
assigned. When this report is brought before the Commission, the members could
study and then act upon it.
The next meeting will be September 23rd, 1969 at 7:30 P.M.
Members present were W. R. Stump, Leroy Berkman, Ed Evans, W. 0. Fletcher,
R. S. Elliott, John Rosenblad, W. S. Lott, Jesse Lozano and Rodney Montgomery.
Others present were Leo Wood.
The meeting was adjourned on a vote of 9-0.

Minutes of Meeting, August 26, 1969 - 7:30 P.M.
Chairman W. R. Stump called the meeting to order. He asked if any of the
Committees were ready to report on their assigned articles. None were ready
and it was suggested that the articles be taken in order. This was agreed
and articles 1 and 2 are to be discussed at the next meeting. Chairman Stump
suggested that each committee meet separately and prepare a report of their
articles to their fellow members. A short discussion was held on Article 1,
Section 6; Article 2, Section 2 and Section 3; Article 3, Section 1 of the
proposed charter.
The next meeting will be Tuesday, September 9th at 7:30 P.M.
R. S. Elliott was appointed to notify Ed Evans of the date of meetings.
Ed Evans made a motion to adjourn. Jesse Lozano seconded the motion; it
carried 12-0. Members present were W. R. Stump, John Rosenblad, Leroy Berkman,
W. 0. Fletcher, J. W. Lackey, R. S. Elliott, Jesse Lozano, Gilbert Bredthauer,
Joe Crawford, Fred Knauth, Ed Evans and Rodney Montgomery.
Others present were Bill Buchanan and Ed Neff.

Minutes of Meeting, July 8, 1969
Chairman Stump called the meeting to order. He asked the Commission to
elect a secretary to keep a record of the meeting. Rodney Montgomery was nomi-
nated by Ed Evans and seconded by W. 0. Fletcher. R. S. Elliott made a motion
that the nominations cease, seconded by Leroy Berkman.
Chairman Stump reported that Floyd Jones was unable to serve on the Commission
and Mayor Sloan had asked Fred Knauth to serve.
Chairman Stump stated that the election would be held August 5, 1969. He
requested that the committee get started studying the different Charters avail-
able.
The following groups were set up:
Articles 1 & 2; James Lackey, R. S. Elliott, John Rosenblad.
Articles 3 & 4; Ed Evans, Fred Knauth, W. 0. Fletcher.
Articles 5 & 6; Leroy Berkman, Joe McCook, Jesse Lozano.
Articles 7 & 8; Gilbert Bredthauer, Bill Lott, Rodney Montgomery.
Article 9; Tom Douglas, Joe Crawford, W. R. Stump.
The Chairman passed out several Charters on loan from the Texas Municipal
League. Abilene Charter to James Lackey, Waco Charter to Ed Evans, Huntsville
Charter to Leroy Berkman, Universal City Charter to Bill Lott and the Hearne
Charter to W. R. Stump. The Charters are to be read and passed on to members of
the Committies.
Chairman Stump read a letter from Riley Fletcher stating his opinion of the
Charters he had sent for our use.
A discussion was held about publicity and with permission of the committee,
the Chairman will be in charge of any publicity.
The committee agreed that the next meeting will be August 12, 1969 at 7:30
P.M.
R. S. Elliott made a motion to adjourn the meeting. Leroy Berkman seconded
the motion; it carried 10-0.
Members present: W. R. Stump, John Rosenblad, Leroy Berkman, Ed Evans, W. 0.
Fletcher, J. W. Lackey, R. S. Elliott, W. S. Lott, Jesse Lozano, and Rodney Mont-

CITY OF GEORGETOWN CHARTER COMMISSION
Minutes of Meeting, June 24, 1969
Chairman W. R. Stump called the meeting to order and asked Rodney Montgomery
to act as secretary for this meeting.
Chairman Stump introduced Mr. Riley Fletcher, Attorney for the Texas Municipal
League. Mr. Fletcher gave a short talk about Home Rule Government, stating its
good and bad points. Following his talk a question and answer session was held.
Mayor Sloan made a short talk as to why he thought Georgetown needed a
Home Rule Charter. Mayor Sloan asked if any of the commission=members present
would refuse to stand for election to a permanent Charter Commission and none
refused. Mayor Sloan said that the Commission should vote on calling an election
to see if the Citizens of Georgetown wanted a commission to draw up a proposed
Charter to be submitted to the people.
A motion to call election of yes or no on a Home Rule Charter and to elect
15 members to a permanent committee to draft a Charter. The motion was made by
R. S. Elliott; seconded by Gilbert Bredthauer. The motion carried 10-0.
The committee agreed to meet on the second and fourth Tuesday at 7:30 P.M.
The next meeting will be July 8, 1969.
Committee members present were: R. S. Elliott, Tom Douglas, Leroy Berkman,
Jesse Lozano, James Lackey, W. R. Stump, Gilbert Bredthauer, Joe Crawford, John
Rosenblad and Rodney Montgomery.
