Minutes of the Regular Meeting of the
Unified Development Code Advisory Committee Meeting

A. Discussion on how the Unified Development Code Advisory Committee virtual conference will be
conducted, to include options for public comments and how the public may address the
Commission -- Andreina Davila -Quintero, AICP, Current Planning Manager
Public Wishing to Address the Board
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be
found at the Board meeting. Clearly print your name, the letter of the item on which you wish to
speak, and present it to the Staff Liaison, preferably prior to the start of the meeting. You will be
called forward to speak when the Board considers that item.
On a subject not posted on the agenda: Persons may add an item to a future Board agenda by filing
a written request with the Staff Liaison no later than one week prior to the Board meeting. The
request must include the speaker's name and the specific topic to be addressed with sufficient
information to inform the board and the public. For Board Liaison contact information, please logon

Legislative Regular Agenda
C. Consideration and possible action to approve the minutes of the May 12, 2021 regular meetings of
the Unified Development Code Advisory Committee -- Mirna Garcia, Management Analyst
Motion by Wanke to approve the minutes from the May 12, 2021 meeting. Second by Robinson.
Approved. (5-0)
D. Public Hearing and possible action on a proposed Text Amendment to the Unified Development
Code (UDC) relating to the Tree Preservation and Landscaping standards specifically as it pertains
to tree preservation, removal and mitigation, streetyard, gateway and parking landscape
standards, and screening and water conservation requirements (UDC General Amendment No. 20-
03) - Ethan Harwell, Senior Planner and Steve McKeown, Landscape Planner
Staff reviewed over the amendment process and calendar. Staff also reviewed over the updates to the
Tree Preservation, Removal and Mitigation along with Street yards, Gateways, Parking, Screening
and Water Conservation.
Staff reviewed and discussed with the Committee over additional direction by City Council
including:
® Consideration of trees smaller than 6-inches in diameter as credit trees for tree mitigation.
Proposed Terms:
1. Trees smaller than 6 inches, but no smaller than 3 inches at 4.5 feet above ground, may be counted
as on -site credit provided the following standards are met:
a. Trees shall meet the locational requirements (i.e. undisturbed areas, not around an existing
PT or HT, not planned for future phase of development, not expected to be impacted by
utilities, should not affect sight triangles, etc.);
b. Trees shall be in good health and within or near a tree stand;
c. Trees full Critical Root Zone shall not be impacted from construction; and
d. Trees may be counted at a reduced mitigation ratio of 0.5:1 inch ratio.
e. Must be a shade tree to receive credit
® Consideration of trees planted in the residential lots as credit trees for the purpose of tree
mitigation.
Proposed Terms:
1. Allow new trees planted on residential lots to be used for mitigation when the following
conditions are met:
a. New tree must be a minimum 3-inch caliper
b. Plant out common areas to fullest extent first.
c. Only trees planted above the minimum landscape requirements shall be given credit
d. Give credit at a 0.5:1 ratio
e. 15-foot minimum spacing
f. May only be used on property subject to a Residential Building Permit
It was stated that the proposed terms and redlines are good except language needs to be changed on
how the 3 inch trees are measured.

Staff reviewed the process of the Public Outreach. Staff received public responses stating, "too many
trees are being destroyed during site prep" and "to remove any trees at all is unacceptable".
Chair Steven's opened the Public Hearing. No one came forward. The Public Hearing was closed.
Motion by Wanke to approve the proposed amendments to the Unified Development Code (UDC)
related to tree preservation and landscape standards. Second by Ortega. Approved. 5-0
